There are two positions currently open. The Epidemiologist (working title of Infection Preventionist) for Napa County Public Health is responsible to develop and provide infection prevention and control (IPC) expertise within the Napa County Public Health Division. The position will identify and engage with skilled nursing facilities, hospitals, and other congregate settings for the prevention of infections, outbreaks, and disease transmission. The incumbent will perform onsite assessments and provide IPC recommendations in response to outbreaks. The second Epidemiologist position will be responsible for planning, conducting and evaluating epidemiological activities to determine patterns of disease and the determinants of health. This classification will also perform various functions related to the gathering and analysis of statistical data and information.
The ideal candidates will possess a master’s degree or higher level of education in public health, epidemiology or a health science field with emphasis or specialization in epidemiology and have had experience within a local government Public Health Department. Top candidates will have strong knowledge of infectious disease epidemiology, as well as experience with the investigation and control of communicable disease outbreaks. The top candidates will also have experience interpreting and implementing health-related guidelines and regulations and have proven diplomatic and sophisticated communication skills, both orally and in writing.
The list established from this recruitment may be used to fill future full-time, part-time, limited term, and extra help vacancies for up to one year.
Telework Availability – Teleworking is not permitted during the first six (6) months of employment and/or during the first six (6) months of a probationary period. Should teleworking be permitted by a hiring department after the 6-month requirement, the County supports a telework schedule that consists of a maximum of two (2) days per week.
The Recruitment Process:
1. Applications will be accepted on-line until 5:00 p.m. on APRIL 10, 2023.
2. Applications will be screened for minimum qualifications and Subject Matter Experts will review and score supplemental questions the week of April 10, 2023. Only the most qualified from supplemental question review will move forward to Oral Panel Interviews.
3. Oral Panel Interviews will tentatively take place the week of April 24, 2023. Only the most qualified from Oral Panel Interviews will be placed on the eligibility list and referred to the hiring manager for further consideration.

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Recommend and apply IPC measures to any healthcare facility, congregate living facility, or emergency response setting; educate and train healthcare workers, emergency responders, public health colleagues, and community partners on current and new infection prevention practices; design and implement survey instruments and procedures for quantitative and qualitative data collection and analysis; establish and maintain surveillance systems to identify and monitor disease trends among various populations; review findings of epidemiological investigations, interpret results, assess risks of epidemics, communicable diseases or environmental hazards; advise the Public Health Division of potential or active epidemic trends, characteristics, possible causation and control procedures; serve as a resource and technical consultant on epidemiology to Public Health programs, other Divisions within the Health and Human Services Agency, community organizations, and the general public; plan, conduct and evaluate epidemiological activities to determine patterns of disease and of the determinants of health; develop and maintain various databases and data platforms to support analytical and reporting methodology; maintain accurate records and files related to work performed, including preparing and updating documentation; establish and maintain effective working relationships with professionals in the community such as physicians, nurses, laboratory personnel and representatives of other partner agencies in order to support and facilitate partnerships to address community health issues.
TYPICAL QUALIFICATIONS
KNOWLEDGE OF:
The principles and procedures of epidemiology, including design and evaluation of surveillance systems.
Biostatistics and techniques of epidemiologic and community health research.
Methods of collecting and analyzing data, including computer processing methods used to generate, organize and display data.
Commonly used databases and data systems in Public Health.
Social determinants of health and health inequities.
Communicable disease investigation techniques, interventions, and regulations governing the reporting and control of communicable diseases.
SKILL TO:
Plan, implement, and coordinate research projects and analyze data from a variety of statistical sources.
Analyze and display data through the use of Microsoft Office programs, GIS mapping tools, and statistical packages such as SAS and R.
Apply mathematical and bio-statistical techniques to analyze data.
Establish and maintain effective relationships with colleagues, community partners and the general public.
Prepare scientific technical reports and project proposals.
Speak effectively before groups.
ABILITY TO:
Stand or sit for prolonged periods of time.
Stoop, bend, kneel, crouch, reach, and twist.
Use repetitive hand movement and fine coordination skills including using a computer keyboard.
EXPERIENCE AND EDUCATION:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
Experience:
Two years of working experience conducting, analyzing, interpreting and evaluating epidemiological studies.
Education:
A Master’s degree in epidemiology, public health or a health science field with emphasis or specialization in epidemiology.
License or Certificate:
Possession of a valid California Driver’s License.
*Any license, certification, or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.

SALARY –
Salaries are based on a five-step range. Appointments are usually made at the beginning step with advances occurring at six months and the completion of each year thereafter. Salary rates are reviewed annually.
