Excellence Community Schools (ECS) is a Charter Management Organization (CMO) supporting schools in the Bronx, NY, and Stamford, CT. Our programs are based on a proven, nationally recognized model, which originated in our flagship school, the Bronx Charter School for Excellence, a 2012 National Blue-Ribbon School.

Job Overview
The Human Resources Manager will be responsible for providing support to the
Senior Human Resources Manager, and the HR department as a whole. The HR Manager is the go-to person for various employee-related issues and is responsible for the overall human resources function and communication with employees for our network of schools in the Bronx, NY, and Stamford, CT.
The Human Resources Manager will be responsible for guiding management and employee actions by researching, developing, writing, and updating policies, procedures, methods, and guidelines; communicating organization values.
Qualifications
* Bachelors Degree in Human Resources or related business field, Masters Degree preferred
* Support with the implementation, system administration, and maintenance of HRIS systems, including but not limited to; onboarding, benefits, and compensation, recruiting, performance modules, exit strategies, and outbound integrations.
* Act as the HRIS staff support specialist for administrators, Principals, lead staff, and monitor the system for problems, identify and implement corrective and prevention activities
* Provide data summaries for strategic planning and decision-making.
* Prepare and uploads Enterprise Interface Builders (EIBs) for mass data entry.
Supervisory Responsibilities:
* Recruits, interviews, hires, and trains new staff for the HR team.
* Oversees the daily workflow of the HR team.
* Provides constructive and timely performance evaluations of direct reports.
* Handles discipline and termination of direct reports in accordance with company policy.
Responsibilities
Human Resources and Compliance:
* Is accountable to ensure the Bronx Charter School for Excellence and Stamford Charter School for Excellence operate in compliance with all applicable federal, state, and local employment legislation and regulations.
* Conduct audits and recommends any corrective action.
* Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.
* Evaluates reports, decisions and results of department initiatives in relation to established goals. Recommends new approaches, policies, and procedures to effect continual improvements in the efficiency of the department and services performed.
* Assist the HR department in completing all terminations (resignations, terminations for cause and layoffs) which includes preparing separation and severance agreements, when applicable, conducting exit interviews and handling any termination-related issues.
Benefits Administration & Compliance:
* Facilitate all aspects of benefits administration including working with brokers to find affordable plans and ensuring ACA and COBRA compliance.
* Act as the company expert in all benefit plan designs and point of contact for benefits questions.
* Coordinates health, life, and disability insurance enrollments and changes during the open enrollment, enrolling new hires and new participants in all benefit plans.
* Communicates with service providers concerning routine administration of programs.
* Manage all FMLA, workers compensation, short-term disability, New York Paid Family Leave claims.
Other Responsibilities:
* Establishes and maintains Human Resources records and reports.
* Assist Senior Human Resources Manager with various research projects and/or special projects.
* Participates in administrative staff meetings and attends other meetings, such as seminars.
* Assist the Human Resources Department with other HR-related tasks and duties as assigned.
Requirements
* Requires a strong, broad knowledge of multi-state HR functions
* Familiar with HRIS software; especially PayCom, G Suite (Gmail/Drive), Microsoft Teams, Office Suite & Excel
* At least five 2-3 years of experience in Human Resources Management.
* Excellent verbal and written communication skills.
* High level of integrity, accountability and adaptability.
* Remarkable conflict resolution skills, great time management and an urgency to complete tasks and offer support to all staff members are essential.
