Summary This position is announced by the Federal Law Enforcement Training Centers on behalf of the Department of Homeland Security (DHS), Office of the Secretary, Under Secretary for Management, Office of the Chief Readiness Support Officer (CRSO). CRSO is responsible for unified headquarters consolidation strategy and policy for DHS and conducts strategic planning analysis, and development in support of the DHS strategic consolidation plan. Responsibilities The position is located in Department of Homeland Security (DHS), Under Secretary for Management, Office of the Chief Readiness Support Officer, Sustainability and Environmental Programs (SEP) in Washington, DC. The primary purpose of this position is to serve as an expert analyst for the Environmental Planning and Historic Preservation (EPHP) Program.to include providing a complete range of technical and program management services in support of integrating environmental considerations into program decision making throughout DHS.

• Assessing current and proposed legislation, regulations, and executive orders that relate to Homeland Security operations and develops DHS position recommendations for consideration by the Program Director.
• Examining and appraising all aspects of the EPHP programs within DHS for conformance with Federal laws, regulations, Executive Orders, and DHS policy and procedures.
• Establishing goals, objectives, and operating plans required to establish or maintain compliance with laws, regulations, standards and advising the EPHP Program Director of findings and recommendations.
• Monitoring best practices and emerging trends in EPHP matters and develops recommendations for consideration by the Program Director.
• Recommending and overseeing the implementation of program metrics to evaluate EPHP program health and maturity as well as coordinating and preparing periodic summaries and annual progress reports of EPHP programs for higher authority.
• Coordinating with appropriate subject matter experts throughout the Department and interagency space to develop tools and communications materials which advance effective implementation and a common understanding of the EPHP actions throughout DHS.
• Establishing and maintaining relationships with and representing the Department to other Federal agencies; Congressional staff; other DHS organizations; Tribal, state, and local governments; and members of the public on EPHP activities. At the GS-13 grade level: You must possess at least one year of specialized experience equivalent to the GS-12 grade level performing the following: 1) Evaluating environmental program effectiveness and needs by conducting studies; 2) Applying knowledge of environmental conditions, impacts, and protection to develop and implement environmental training; 3) Conducting compliance oversight by maintaining a comprehensive knowledge of federal, state, and local Environmental Planning and Historic Preservation (EPHP) laws and regulations; 4) Advising senior officials on how to integrate the Environmental Planning and Historic Preservation (EPHP) Program to meet agency objectives. At the GS-12 grade level: You must possess at least one year of specialized experience equivalent to the GS-11 grade level performing the following: 1) Reviewing program plans to ensure compliance with federal, state, and local Environmental Planning and Historic Preservation (EPHP) laws and regulations; 2) Monitoring ongoing projects to ensure they are environmentally sound and are completed on time and within budget; 3) Modifying established environmental methods and procedures to apply to emerging difficulties.
