Job Purpose and Summary
This position is responsible for performing professional level work in the administration of the Human Resources (HR) Employee Safety Unit (Safety) program area for the Pennsylvania Turnpike Commission (PTC). The primary function of this position is to serve as a liaison with other organizational units at PTC to ensure the implementation and coordination of field-level safety activities in support of the protocols and guidelines established by the Accident & Illness Prevention Program (AIPP). Work at this level is distinguished from lower-level HR/Safety positions by the ability to work independently and use professional judgement on moderately complex Safety programs/projects that require coordination throughout the organization. Work is primarily performed with independence and reviewed by a manager/supervisor, or designee, to ensure attainment of program goals, completion of projects and adequate performance.
Essential Functions & Responsibilities
Collaborates and provides guidance to PTC organizational units, including Maintenance, District Safety Committee members, managers/supervisors and field personnel in Toll Operations, Facility Management, and Engineering regarding the implementation of employee safety program areas. Examples include routine inspections, Safety Committee activities, job hazard analysis, injury/incident/accident investigations and reviews, field training activities, Personal Protective Equipment assessments, and review/monitoring of high-hazard operations (confined space entry, hot work, etc.).
Administers moderately complex Safety programs, projects, and/or special assignments. Recommends and implements changes to facilitate effectiveness for assigned programs. Coordinates and participates on project/program teams and meetings.
Develops, modifies, and edits technical reports, weekly digital safety messages and other communication related to assigned program areas. Ensures consistency and compliance with PTC and AIPP policies and procedures.
Researches, gathers, analyzes, and supports the entry and completion of complex employee injury and equipment accident report data utilizing the digital Safety Management System (SMS). Ensures that all substantial events have established root causes and corrective actions by generating and analyzing various SMS reports. Participates in the implementation of major/complex SMS changes, including field training.
In cooperation with department training coordinators and field training staff, develops, schedules and conducts moderately complex safety-related training events, skills assessments, and/or orientation classes. Assesses safety training needs and provides guidance for appropriate training methods. Prepares and/or supports necessary resources for training including visual aids, presentations, surveys, exercises, instructors, facilities, etc.
Works directly with external consulting resources to execute safety-related assessments and testing, such as: industrial hygiene assessments, hazard evaluations, job safety analysis and technical training activities for field personnel. Oversees and follow ups on Field Safety Audits. Conducts periodic Vendor contract compliance audits.
Collaborates with Maintenance Safety Advisors and equipment vendors regarding the proper use, training, and maintenance/calibration/replacement of field safety equipment, including, but not limited to: Fire Extinguisher simulation system, Confined Space/Multi-meters, dust monitor, confined space rescue equipment, etc.
Complies with HIPPA and Personally Identifiable Information requirements regarding the handling of sensitive issues that arise during injury, illness and incident investigations and related documentation.
Qualifications
Eight (8) years of experience in human resources and/or occupational safety.

Four (4) years of experience in human resources and/or occupational safety AND a bachelor’s degree in human resources, business administration, or related field.

One (1) year as a Human Resources Analyst at the PTC.
Equivalent combination of education and/or experience may be accepted.
Must demonstrate proficiency in applicable Microsoft programs. A skills assessment may be required prior to interviewing for this position.
Experience working with HRIS is preferred.
Possession of a valid driver’s license. Must obtain and maintain a valid Pennsylvania driver’s license within six (6) months of employment.

Position requires frequent travel (50-60%) to various field locations across PTC operating areas with some exposure to roadway traffic. May involve light/moderate lifting & equipment handling activities. Will involve group speaking, writing, and reading reports. Position requires frequent work at a computer utilizing business programs and PTC specific operating systems. May occasionally work outside of normal business hours for work assignments.
Field environment may include exposure to moderately adverse and undesirable conditions. Physical environment is generally safe, but safety equipment or precautions must be followed during field assignments. Office environment with low levels of noise, adequate lighting, and comfortable temperature.
