East Bay Municipal Utility District (EBMUD) invites qualified employees to apply for this temporary (up to six months) opening in the Pipeline Rebuild Section of the Operations and Maintenance Department.
Typical duties include:
• Directing the work of assigned staff such as equipment operators, truck drivers, welders and crane operators in the installation and relocation of major water distribution pipelines and related appurtenances and solicit supplementary work for welders in the shop.
• Inspecting the work site; notes terrain features, access to materials, special equipment needed, and difficulties which may be encountered.
• Estimating labor, materials, and equipment needed, coordinating and interfacing activities with EBMUD Project Managers contractors and other EBMUD crews.
• Minimizing public and employee safety hazards by assuring that traffic channeling devices, warning devices, and barricades are effectively placed and maintained; ensuring that crew members are trained in safe working methods.
• Inspecting jobs before and after completion to ensure that they comply with drawings and established procedures, and that the work meets city, county, and state requirements; ensuring that proper work methods and safety practices are followed.
• Instructing crew members in proper work methods; assisting in training workers assigned to the crews.
• Reviewing the effectiveness with which assignments are completed; maintaining adequate work standards; and preparing and conducting performance appraisals.
• Reading and interpreting plans and drawings to determine appropriate placement of pipes.
• Preparing and maintaining accurate forms and records such as jobs performed, time reports, work orders, and material estimates; monitoring “AIM” order and assign accordingly to HEO’s and welders; stocking weld shop with steel and materials.
• Monitoring dumpsites and maintenance of roads leading to dumpsites.

1. A high school diploma, or its equivalent; AND
2a. Two (2) years of experience** as a foreman or supervisor directing the construction and maintenance of underground pipelines and related water service facilities; OR
2b. Two (2) years* of experience** as either an EBMUD Water Distribution Crew Foreman or Paving Crew Foreman; OR
2c. Two (2) years* of experience** as an EBMUD Pipeline Welding Supervisor; OR
2d. Three (3) years* of experience** operating a variety of heavy construction equipment with a crew installing, maintaining or repairing underground pipelines, equivalent to the EBMUD Heavy Equipment Operator class; OR
2e. Three (3) years* of journey level experience** installing, maintaining, or repairing underground pipelines equivalent to the EBMUD Water Distribution Plumber III, Water Distribution Plumber IV, or Pipeline Welder III classes; OR
2f. Two (2) years* of experience** in the engineering design, construction inspection, or contract administration of underground pipeline installation projects equivalent to the EBMUD Construction Inspector or Assistant Engineer classes; OR
2g. Five (5) years* of experience** operating trucks having at least three (3) axels and a gross vehicle weight of more than 26,000 pounds, equivalent to the EBMUD Truck Driver II or Heavy Transport Operator classes.
*For qualifying paths 2b, 2c, 2d, 2e, 2f, and 2g above, years of experience in the specifically listed EBMUD classifications may be combined as an equivalent combination. To meet the equivalent combination of experience, the path with the highest number of years in the combination is the threshold.
**An undergraduate or graduate level degree in a directly related field may be substituted for one year of experience.
License, Certificate, or Credential
• Must have a valid California driver’s license and have a satisfactory driving record.
• Must possess a valid California State Water Resources Control Board (State Water Board) certificate as a D1 operator. Incumbents must meet State Water Board continuing education requirements to renew certifications.
