Supervises and/or performs the research, analyses, and design of thematic maps and applications and the design and maintenance of Geographic Information System (GIS) database including the coordination of interdepartmental GIS related matters; and performs other related duties as required.
There is one (1) immediate permanent full-time vacancy with the Department of Information Technology – Geographic Information Systems Division in Hilo.
The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.

Knowledge of: geography as it applies to GIS; concepts and principles of GIS; basic principles and terminology of mapping, cartography, surveying, photogrammetry, and land use planning; database, word processing, and spreadsheet programs; GIS software packages; various types of datums and projections, imagery types and analysis, computer programming language; GIS and relational database management concepts and theories; operations, characteristics, and capabilities of various types of GIS programs, computer, and peripheral equipment; statistics; research methods and techniques; principles and practices of supervision; public speaking; and report writing.
Ability to: analyze, correlate, and evaluate thematic map data and records; create GIS computer programs to enter, process, and create maps, graphics, and reports; manage the preparation and operation of GIS projects; plan, organize, and provide effective leadership in GIS technology and project management; assign, supervise, and review the work of subordinates; establish and maintain an effective and professional working relationships with agencies and individuals of diverse disciplines and philosophies; and formulate ideas and communicate them clearly and concisely, orally and in writing.

Note: Calculation of experience is based on full-time, 40-hour work weeks. Part-time experience must be pro-rated.
