Construction Manager/Engineer – Telecommunications
Responsibilities include:
· Liaison between client site/region staff, client corporate staff (multiple departments), design consultant, and construction/implementation contractors.
· Review all project descriptions to gain an understanding of the project scope, objective, schedule, goals and deliverables.
· Review client’s Policies and Procedures to be familiar with practices essential to providing these services.
· Perform design reviews and constructability reviews as required by client’s Resident Construction Manager, Project Manager, and Project Engineer.
· Monitor construction activities to ensure design, specifications, and contracts are followed and that work is done according to schedule and within budget.
· Be always present at the work area and monitor “critical activities” when being performed. Critical activities include but are not limited to; excavation, lifts, core drilling, system activation and switching, system testing and commissioning. Critical activities will be discussed and defined by client’s Resident Construction Manager and/or Project Manager/Engineer regularly.
· Coordinate the activities of others by creating project schedules and job scopes.
· Provide inspection of all work in place; review and approve construction check off lists to ensure that work performed is in accordance with the contract specifications and applicable codes.
· Prepare daily construction reports documenting progress. Recommend corrective courses of action to client’s Project Manager/Engineer when progress is not in accordance with plan.
· Conduct construction meetings and prepare/distribute meeting minutes.
· Manage and monitor the contractor’s work force to achieve optimum productivity.
· Review and comment on bid packages prepared by client Engineering and or Architect-Engineers to ensure design adequacy and constructability.
· Review new contract specifications and drawings to ensure that designed work is constructible. Prepare recommendations to achieve cost reductions and to minimize Additional Work Requests (AWR) and change orders during the work. Recommend changes in the work plan if efficiencies in work practices can be improved.
· Review and make recommendations to client’sPA’s Project Manager/Engineer on all payment items, including partial payments (contractor invoices), change orders and claim issues.
· Prepare extra work documentation in the form of AWR’s for approval by the Project Manager/Engineer.
· Aid during the client/Contractor estimate negotiation process.
· Implement and comply with Configuration Management Policy and Construction Inspection/ Monitoring Program (CI/MP) on all assigned projects. Modify the CI/MP inspection forms accordingly for each project as deemed necessary.
· Attend the Contractor’s Weekly Safety Toolbox Meetings.
· Participate as appropriate in daily contractor coordination meetings; identify schedule conflicts and bring them to the Project Manager’s attention well in advance of causing impacts to other work.
· Assist Authority site personnel with preparation of all construction project close-out and file turnover at the completion of each project.
Qualifications:
· Bachelor of Science Degree in Computer Science, IT, Electrical Engineering, or a related field from a school accredited by the Accreditation Board for Engineering and Technology.
· Minimum of 15 years of construction experience in the Telecommunications Industry.
· Minimum of 10 years in construction management.
· Project Management Professional certification is preferred.
· Supervise the activities of site field office personnel to verify contractor performance to comply with contract and design specifications.
· Provide technical guidance in on-site O&M and start-up activities when necessary.
· Review construction drawings, specifications, and related documents for constructability, milestone schedules, and deliverables of major equipment.
· Make comments and recommendations for construction logistics including site layout, temporary structures/accommodations, and project accessibility.
· Anticipate field construction constraints and initiate corrective actions.
· Recommend improvements for increased field productivity and provide support to field personnel on construction problems relative to contact.
· Interface with Construction and Project Engineers to provide guidance and direction in solving field construction problems.
· Excellent interpersonal skills & strong negotiation skills.
· Written communications required including; internal and external correspondence and progress reports.
· Incumbent should understand how the Authority interacts with outside organizations, including other utilities and regulatory agencies, and with its customers.
· The individual must be familiar with the Authority’s budgets, costs, rate structures, and policies.
· Strong process knowledge on state-of-the-art construction techniques.
· Ability to manage diverse projects involving the integration of construction into the Authority’s operating systems and other utilities in the state.
· Substantial knowledge of related disciplines and understanding of their effects on the Authority and its customers.
· Knowledge of the Authority’s policies and procedures as well as industry-wide practices and safety regulations.
· Demonstrated ability to view tasks logically, break them down into essential requirements, and generate a solution meeting the project goals.
· Ability to handle larger projects (> $1 million) from start to finish.
· Ability to anticipate problems and field construction constraints, and make recommendations as to the best course of action.
· Demonstrated abilities that illustrate initiative, communications, problem solving, adaptability, planning and organization management.
· Inspection experience associated with Fiber Optics/Fiber to The Home Projects.
· Additional training and/or certifications in technical or management skills would be a plus.
