Program Supervisor V works a day shift of Monday-Friday, 8:00 AM to 5:00 PM in the Security Department of Rusk State Hospital.
The Program Supervisor V performs complex consultative services and technical assistance work. Work involves planning, developing, and implementing assigned hospital programs and providing consultative services and technical assistance to hospital staff. Supervises the Security Department, Couriers, Manages the Medical Equipment program, and has a significant role in the Life Safety program including fire drills and implementation of Interim Life Safety Measures (ILSM). Manages the hazardous materials management and medical equipment programs. Provides training as assigned and within assigned departments. Manages the hospital camera system. Works under the general supervision of the Manager II Director of Risk Management, with moderate latitude for the use of initiative and independent judgment. Supports the mission and vision of the facility. Must understand that duties, location of work and shift pattern are subject to change as determined by the administration to meet the needs of the hospital.
Must understand that the duties may include exposure to blood or other potentially infectious materials.
Essential Job Functions:
Attends work on a regular basis and may be required to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned.
Manages the security department operations to assure that the program functions effectively. Security services include, but are not limited to, video camera system, contraband, Secret Service liaison, other law enforcement liaison, code blue response and visitation.
Manages the medical equipment program to assure that the program functions effectively.
Manages the hazardous materials program to assure that the program functions effectively.
Manages the Fire Drill, fire Watch and Interim Life Safety Measures (ILSM) Program to assure that the program functions effectively; Assists the Maintenance Department with Life Safety compliance, development of training programs, environmental clearances, and other as identified.
Measures and monitors performance improvement and other data. Reports are presented in a manner useful for analysis and problem-solving. In formal data reports; data is presented in tables and graphs as appropriate; data is analyzed using statistical process control; identifies patterns, causes, and/or conclusions based on data analysis; and action plans are developed for undesirable data as applicable.
Composes key documents to meet hospital needs and the standards of HHSC, Joint Commission, and CMS; these documents include, but are not limited to, the Emergency Management Plan/Evaluation, the Environment of Care Plan/Evaluation, After Action Reports, Emergency Management Drill Reports, Hazard Risk Assessment, NFPA 99 Risk Assessment, and hospital policies; collaborates with other stakeholders in composing documents and completes in time for review and signature prior to due dates.
Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
Knowledge Skills Abilities:
Knowledge of Joint Commission and Centers for Medicare and Medicaid Service standards.
Knowledge of Life Safety Code.
Knowledge of Hazardous Materials Management.
Knowledge of operating an inventory and maintenance program such as used for managing a Medical Equipment Program.
Excellent writing skills and ability to prepare reports, policies, procedures.
Knowledge of Emergency Management and ability to lead others in an emergency. Prefer completion of training: IS 100, IS 700.a, Facility Incident Command System and General Staff Responsibilities, IS 800, IS 200.Hca, ICS 300, and ICS 400.
Registration or Licensure Requirements:
Must possess a valid Texas driver license or obtain it no later than 90 days after hire date to drive a state vehicle. Applicants with an out-of-state driver license must provide an original certified driving record from the state of driving licensure. Eligible driving record required based on HHSC Fleet Management policy.
Initial Selection Criteria:
Supervisory Experience.
Experience writing policy, procedures, reports, or plans.
Experience with one or more of the following: Security, Emergency management, Life Safety Code, Hazardous Materials Management, and Medical Equipment Management.

Salary Note: The salary offered will follow HHS starting salary guidelines which are typically made at or near the posted minimum of the salary range.
