Supervises and coordinates a staff of investigators in a central legal office in conducting investigations of a variety of cases being considered and/or readied for court action and prosecution; performs the most complex investigations; and performs other related duties as required.
There is one (1) immediate, permanent full-time vacancy with the Office of the Prosecuting Attorney – Investigator’s Unit in Kailua-Kona.
The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.
Training and Experience:
A combination of education and experience substantially equivalent to:
*Criminal investigation experience means having the experience in investigating statutory crimes, i.e. burglary, theft, or assault. Experience in investigating from the initial report of the crime to its prosecution.
Note: Successful completion of the Office of the Prosecuting Attorney’s firearm qualification program is required prior to the completion of probation.
**Supervisory Aptitude: Applicants for Investigator VI must demonstrate possession of supervisory aptitude which is the demonstration of aptitude or potential for the performance of supervisory duties through successful completion of regular or special assignments which involve some supervisory responsibilities or aspects, by serving as a group or team leader, or in similar work in which opportunities for demonstrating supervisory capabilities exists; by completion of training courses in supervision accompanied by application of supervisory skills in work assignments; or by favorable appraisals by a supervisor indicating the possession of supervisory potential.
Examination: All applicants who meet the minimum qualification requirements will be assigned a score of 70 points. An education and experience evaluation will be conducted based on the applicant’s training, education and experience as presented in the application.

Knowledge of: Principles and practices of supervision; investigational methods and techniques; legal system, court procedures, legal instruments, and legal terminology; rules of legal evidence and arrest techniques; apprehension and arrest techniques; the jurisdiction and functions of various law enforcement and governmental agencies and departments; organization and operation of investigative activities; human relations and behavior; interviewing methods and techniques; report writing; and the geographic, economic, social, and racial composition of the community.
Ability to: Establish and maintain an effective working relationship with subordinates, representatives from other governmental agencies, and the public; plan, assign, evaluate, and organize the work of others; interpret and apply laws and regulations; conduct investigations on misdemeanor, petty misdemeanor, and felony crimes with minimal supervision, i.e., sex assaults, murder, burglaries, negligent homicides, drug offenses, harassment, etc. apply investigating principles and techniques, including the criminal rules of evidence and search and seizure laws; make sound observations, remember facts, and give testimony based thereon; gather, analyze, and evaluate facts and data; prepare clear and concise reports; qualify to use firearms; scrutinize behavior of individuals and situations; understand the psychology of human behavior; and instruct, orient, and advise others in all phases of investigation; maintain professionalism and deal effectively with the public, office staff, and representatives of governmental and non-governmental agencies.
