Iowa City Community School District Hiring for Chief Human Resources Officer at Iowa City, Iowa Full Time

QUALIFICATIONS:

1. MA in Business, Law, HR, Educational Leadership or related field
2. Five to 10 years of progressive leadership in HR
3. Demonstrates knowledge of all components of human resources
4. Iowa Administration and Evaluator approval license preferred
5. Experience in a diverse K-12 school system
6. Such alternatives to the above qualifications as the District may find appropriate and acceptable

REPORTS TO: Deputy Superintendent

SUPERVISES: HR Director, Equity and Employee Relations Director, HR Specialists, and other employees as directed by the Superintendent

JOB GOALS:

Direct the efforts of the District’s Human Resources and Equity and Employee Relations Department to ensure the attainment of goals and objectives of the District. Participate in the formulation and administration of organizational policies and goals as related to HR. Lead all areas of Human Resources and Employee Relations in order to enhance student learning, promote the overall efficiency of the school system, and maximize the educational opportunities available to each child.

PERFORMANCE AND LEAD RESPONSIBILITIES:

1. Sets and executes the District’s human capital strategy
2. Oversee and facilitate operations of the Office of Human Resources and Office of Equity and Employee Relations
3. In conjunction with the Deputy Superintendent, Serve as District’s deputy negotiator, oversee labor relations and leads contract negotiations with the various bargaining units
4. Liaison with payroll and ensure collaboration of HR and Payroll functions
5. Provide support for District’s evaluation systems (certified and support staff)
6. Accountable for the day-to-day productivity and activity of all HR functions
7. Responsible for substitute services
8. Assist with operational components of District’s TLC program
9. Responsible for all aspects of employee recruitment, hiring, and onboarding of District staff
10. Oversee District’s interview systems
11. Maintain and update pay scales/structures for non-bargaining unit staff (in conjunction with Chief Financial Officer)
12. Responsible for placement of student teachers
13. Serve as member of Superintendent’s leadership team
14. Attend Board of Director meetings and make presentations when necessary
15. Other duties as assigned.

TERMS OF EMPLOYMENT: Twelve-month year. Salary and calendar year to be established by the Board of Education. Requires the commitment of professional working hours that may require the employee to extend beyond a typical 7:30 am – 4:30 pm work day.

EVALUATION: Performance of this job will be evaluated in accordance with provisions of the District’s policy on Evaluation, State Statute, and any applicable Collective Bargaining Agreement.
