Receives, reviews and processes building plans and applications for permits; approves simple plans under specific conditions; issues building permits; and performs other related duties as required.
Distinguishing Characteristics:
This class differs from that of the Land Use Permit Clerk in that the Land Use and Codes Building Permit Clerk performs work involving the receipt, review and processing of building plans applications for permits (building and sign), approval of simple building plans, issuing of permits, and office and clerical support services; whereas, the Land Use Permit Clerk performs work involving the receipt, review and processing of plans and applications for various land use permits, issuing of permits and licenses and clerical support services.

Receives, reviews for completeness and conformance to various rules, regulations, ordinances and policies; processes applications for buildings, signs, driveway and land use permits; reviews and approves sign applications and simple building permit applications; maintains computerized permit tracking system for all applications received; distributes plans and applications to applicable agencies and offices–including monitoring and following up when submittals and responses are past due; advises applicants on methods, procedures and requirements for filing and processing of applications; explains general requirements of the building and other pertinent codes and ordinances; advises applicants on other required approval from other agencies; keeps applicants informed of permit application status; computes and collects fees for various permits; coordinates and monitors processing of applications for coastal zone management area permits, state land use commission and county special use permits, accessory use permits, change in zoning, district boundary amendments, planned development approvals, project district approvals, shoreline setback variances, environmental assessments, and community plan amendments; prepares activity reports in conjunction with coastal zone management programs and participates in related studies, projects, legislative activities, meetings, and workshops; coordinates, facilitates and monitors the processing of housing projects, including applications for building permits, subdivisions, change in zoning, special management area permits, planned development approvals, grading and work-to-perform permits and prepares housing project status reports; determines street addresses and coordinates a numbering system for areas without street addresses; compiles data and prepares reports regarding fees collected, permits issued, inspections made, etc.; prepares other departmental reports and correspondence; reviews, monitors and maintains documents recorded with the Bureau of Conveyances; performs other related clerical duties as required.
Training and Experience: A combination of education and experience substantially equivalent to graduation from high school, including or supplemented by training in typing, and two years of clerical or office experience, one of which shall have included public contact experience.
Knowledge of: general provisions of the County building and related codes and ordinances; construction terminology; office practices and procedures; use of standard office machines.
Ability to: read, understand and interpret rules and regulations; read simple construction plans; make accurate arithmetic computations; deal courteously and effectively with the public.

Vacation
Eligible employees earn up to 21 days of vacation per year, with a maximum year-to-year carry over of 90 days. Eligibility to accrue vacation begins with the first work day.
Sick Leave
Eligible employees accumulate up to 21 days of sick leave per year. Eligibility to accrue sick leave begins with the first work day, and there is no limitation on the amount of sick leave that may be accumulated.
Retirement Plan

Deferred Compensation Plan
Eligible employees may participate in the Island Savings Plan (a deferred compensation plan as provided under Section 457 of the Internal Revenue Code.) This is a supplemental retirement savings plan that allows for the investment of tax-deferred contributions into a variety of investment options.
Flex Spending Plan
Eligible employees can also participate in the County’s Flexible Spending plan, a way to set aside a portion of pay, before taxes, to pay for qualifying dependent care or medical expenses.
Employee Assistance Program
The County also offers a voluntary assistance program which provides its employees and their family members with free professional and confidential assistance in overcoming personal and work related problems.
Training
The County provides its employees with a variety of up-to-date training opportunities (i.e., computer application, professional seminars, heavy equipment operation, administrative & clerical skills, personal safety, etc.) to help them increase their knowledge, gain new skills, and to be more satisfied and effective in their jobs.
Leave Sharing
The County’s leave sharing program allows employees to donate accumulated vacation leave credits to a qualified fellow employee who has a serious personal illness or injury.
