Job Purpose and Summary
This position is responsible for managing the field operations and roadway maintenance for the Pennsylvania Turnpike Commission (PTC) to ensure overall maintenance objectives are met at district levels. An employee in this position manages the workforce and coordinates highway, bridge and/or tunnel maintenance and training activities. Work is performed with considerable independence and reviewed by a director for attainment of program goals and overall customer satisfaction.
Essential Functions & Responsibilities
Manages, plans and organizes the field and roadway maintenance operations and staff functions including supervision, performance management, delegation of work assignments and review of work product.
Participates in the development and oversees the implementation of the annual Maintenance Department work plan which includes snow/ice control plans and winter work schedules. Interprets and ensures compliance with policies and procedures as outlined by the PTC.
Develops, reviews and implements the quality assurance roadway program which includes oversight of the roadway property damage processes and productivity reports.
Manages the inspection of the roadway and maintenance facilities. Analyzes and provides recommendations to problems identified.
Answers inquiries from public and private entities. Resolves complaints regarding field and roadway maintenance operations.
Attends various committee meetings and provides input related to the PTC functions.
Participates in the preparation of, and ensures adherence to, the budget for the Maintenance Department.
Participates and provides input in mediation hearings, arbitrations and union negotiations.
Conducts interviews for vacant management positions in the department.
Serves as a management member of the Emergency Response Team and snow operations desk.
Acts as Director of Maintenance in the absence of the incumbent.
Uses situational awareness to anticipate and prevent accidents.
Performs related duties as assigned.
Qualifications
Twelve (12) years of experience in highway maintenance, roadway administration or related activities
OR
Eight (8) years of experience in highway maintenance, roadway administration or related activities AND a bachelor’s degree in business administration or related area. Equivalent combination of education and./or experience may be accepted.
Five (5) of the years of experience must be in a supervisory capacity.
Possession of a valid driver’s license. Must obtain and maintain a valid Pennsylvania driver’s license within six (6) months of employment.

Position demands include frequent speaking, writing and reading reports. Position requires frequent work at a computer utilizing business programs and PTC specific operating systems. Position requires frequent travel and/or fieldwork with exposure to roadway traffic. Occasionally works outside of normal business hours for assigned work assignments.
Office environment with low levels of noise, adequate lighting and comfortable temperature. Field environment may include exposure to moderately adverse and undesirable conditions. Physical environment is generally safe, but safety equipment or precautions must be followed in field conditions.
