IMMEDIATE SUPERVISOR: Executive Director of Human Resources
The Human Resources Generalist provides support to the delivery full cycle of human resource services with responsibility for advising administrators/managers/employees in HR practices; providing information regarding policies, regulations and contract language; addressing a variety of issues and/or providing general and complex support; assisting in ensuring that human resource functions conform to all applicable regulatory requirements; and recommending improvements to the Executive Director of Human Resources.

KNOWLEDGE, SKILLS & ABILITIES:
“Must have minimum of three years of progressively responsible human resources administration experience; Bachelor’s degree preferred,
“Knowledge of personnel practices, policies, regulations, and laws related to human resources,
“Ability to prepare and maintain accurate records, operate standard office equipment, and utilize software applications (including HRIS database),
“Ability to problem solve to analyze issues and create action plans,
“Ability to interpret guidelines and utilize judgment for decision making,
“Possession of exceptional interpersonal skills to establish and maintain effective working relationships,
“Ability to maintain confidentiality and be responsive to others in a wide variety of circumstances,
“Skill in working with detailed information and adapting to changing priorities,
“Possession of appropriate oral and written communication skills to successfully communicate with all stakeholders.
DUTIES AND RESPONSIBILITIES:
“Responsible for executing the full human resources cycle such as recruiting, onboarding, benefits, compensation, payroll, contracts, HRIS, employee engagement, termination and data control and reporting.
“Administers a wide variety of personnel policies and programs or the purpose of conforming to district policies, relevant laws, contracts, and agreements,
“Communicates with a variety of stakeholders (e.g., district employees, retirees, administrators, applicants, and general public, etc.) to provide information and assistance concerning benefits, leaves, employment, recruitment, retirement and /or personnel records,
“Serves as benefits administrator, to include medical plan (The Local Choice statewide plan), flexible spending plan, VRS retirement, short/long term disability, and other fringe benefit plans; coordinates all enrollments/changes, performs benefit data entry and tracking, meets with employees and vendors, conducts annual Open Enrollment, processes all HIPAA and COBRA notifications, provides other legal and compliance notices,
“Processes all Family Medical Leave & ADA requests, conduct interactive process, workers compensation claims, and disability claims; reports, tracks, and maintains files on claims,
“Perform payroll processing for the school division, this entails the full payroll process to ensure the workflow and all payroll transactions are processed accurately and timely,
“Coordinates employment process (e.g., advertising, screening applications, attending/organizing job fairs, preparing interview questions, conducting reference checks, extending job offers and onboarding),
“Collaborates with other Central Office staff and school liaisons for the purpose of ensuring accuracy in information and providing excellent customer service,
“Develops a wide variety of written materials (e.g., forms, procedures, brochures, pamphlets, etc.) for the purpose of documenting activities, providing written reference, and/or conveying information,
“Maintains manual and electronic documents, files, records, and reports (e.g., HRIS database, vacancy listings, applicant tracking, personnel forms, employee files, benefits enrollments, leaves and absences, reporting etc.),
“Presents information on a variety of human resource topics (e.g., employment requirements, processes/procedures, general district benefits offered, etc.) to convey information and/or make recommendations regarding district services,
“Researches information required to manage assignments (e.g., relevant policies; current practices, etc.) for the purpose of developing new programs/services, ensuring compliance with legislative requirements, securing general information for planning and/or responding to requests,
“Performs other duties as assigned.
PHYSICAL REQUIREMENTS
Must have the use of sensory skills in order to effectively communicate and interact with other staff and the
public through the use of the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle, or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment such as, but not limited to, a personal computer, calculator, copier, and fax machine. Some climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, and repetitive motions.
