The New York City Department of Housing Preservation and Development (HPD) is the nation’s largest municipal housing preservation and development agency. Its mission is to promote quality housing and diverse, thriving neighborhoods for New Yorkers through loan and development programs for new affordable housing, preservation of the affordability of the existing housing stock, enforcement of housing quality standards, and educational programs for tenants and building owners.

The Office of Human Resources leads the Agency’s effort to increase the Agency’s capacity to serve the City of New York by recruiting and retaining a diverse, skilled workforce. Our goal is to accomplish this through the implementation of innovative and impactful policies, programs, and workforce development/support tools.

Your Impact:
As the HR Associate for the Division of Human Resources, you will provide high-level benefits and leave management support to ensure the timely and efficient administration of health coverage, decision notices, and leave management updates for staff during the application process, the duration and the end of their approved leave.
Your Role:
The selected candidate will provide support to manage the trending influx of employee separations (retirement, resignations) and employees’ use of leave benefits for sick, family and other qualifying reasons. This role requires someone who is experienced, knowledgeable and able to provide high-level support in the area of leave management for civil service employees. Failure to obtain the needed support for this position may result in the agency’s non-compliance with essential Federal, State and civil service labor/leave policies for staff who require these benefits and those who are separating from the agency.
The selected candidate for this position would need experience with managing long-term leave and separation processes in compliance with NYC civil service standards. In addition to processing these transactions, they would need to be able to make independent decisions about process assessment, enhancement, and data analytics. If approved, the HR unit will be able to utilize an experienced, high-level support team member for the enhancement of our Special Leave of Absence benefit processes, systems, forms/applications, and tracking to provide a more adequate customer service experience for the most vulnerable individuals in the agency (those who require these services).

Minimum Qual Requirements
1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in “1” above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory, full-time progressively responsible experience as described in “1”
above, 18 months of which must have been in an administrative, managerial,
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to “1”, “2” or “3” above. However, all
candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in “1”, “2” or “3” above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative, managerial, executive or supervisory
experience described in “1”, “2” or “3” above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3½
years.
