DEFINITION
To perform skilled work in the creation of a wide variety of audio and visual materials for training and community information activities.
DISTINGUISHING CHARACTERISTICS
Media Production Specialist I is the journey-level in this class series. Incumbents work under general supervision and are expected to perform the entire range of technical duties to create materials for training and community information activities.
Media Production Specialist II is the advanced journey-level in this class series. Incumbents work under general supervision and are expected to perform the entire range of administrative and technical duties requiring knowledge of departmental policies and procedures. Work in this class is distinguished from that of Media Production Specialist I by the greater complexity of the assignments received and by the greater independence with which the incumbent is expected to operate. Positions in this class are flexibly staffed from the lower-level class of Media Production Specialist I or, when filled from the outside, require prior professional media production experience.
SUPERVISION RECEIVED AND EXERCISED
General supervision is provided by sworn safety personnel.
Responsibilities may include the direct and indirect supervision of subordinate employees.
Duties may include, but are not limited to, the following:
– Perform technical and professional work in the preparation of slide sound and video tape programs.
– Prepare script material and production plans and supervise filming on location.
– Perform still photography, film and tape editing, sound recording and mixing.
– Perform preventive maintenance on video equipment.
– Produce video tapes for court presentation.
– Provide video tape and photographic surveillance.
– Train others in video taping techniques.
– Produce special training tapes with subject area experts.
– Provide playback and evaluation of surveillance tape recordings made in convenience stores.
– Provide photographic and video tape services at Academy.
– Make recommendations on purchases of photographic, video, audio or other equipment; prepare budget requests and recommendations.
– Duplicate audio productions and video tapes.
– Testify in court as needed.
– Attend department, professional, and/or other meetings as required.
– Plan, organize, and schedule the preparation of audio-visual materials.
– Serve as a liaison between the unit and other personnel requesting services.
– Plan, organize and schedule the intern program.
– Prepare unit budget; identify budgetary and equipment requirements.
– Research and recommend the purchase of new equipment.
– Prepare complete and accurate reports, memoranda, and correspondence; maintain complete and accurate records.
– Maintain media resource and equipment library; schedule use of films, tapes and equipment; check condition and maintenance of equipment and instruct other users on operation of equipment.
– Plan and develop media programs for public information, training, and investigative/prosecutorial purposes by transforming objectives into production ideas; determine effective format, approach and content in meeting goals within budget and time limitations.
– Perform related duties as assigned.
Media Production Specialist I
Knowledge of:
– Techniques, material, and equipment used in the design, creation and production of a wide variety of slide shows, video tapes, 35 mm photography, multi-media shows.
– Commercial TV productions.
– Straight-cut editing and electronic news gathering.
– A/V set-ups.
– On-line editing techniques.
– Electronic field production practices and techniques.
Ability to:
– Testify as an expert witness relating to video and audio tape recordings and photographic materials.
– Produce, develop and present video and still photographic and script materials.
– Operate and maintain photographic and tape equipment.
– Perform still photography, film and tape editing, sound recording and mixing.
– Operate a variety of audio-visual equipment
– Produce videos for investigative and prosecutorial use.
– Understand the City organization and criminal justice system.
– Analyze situations accurately and take effective action.
– Communicate effectively with others, both orally and in writing.
– Establish and maintain cooperative working relationships with those contacted in the course of work.
Experience and Education:
Three years of specialized study in the field of audio-visual program design and production and three years of work involving the preparation of a wide variety of audio-visual materials.
Additional qualifying experience may substitute for the required education on a year for year basis.
PROOF OF EDUCATION
Should education be used to qualify for this position, then proof of education such as, but not limited to, university/college transcripts and degrees should be submitted with your application and will be required at the time of appointment. Unofficial documents and/or copies are acceptable.
An applicant with a college degree obtained outside the United States must have education records evaluated by a credentials evaluation service. Evaluation of education records will be due at time of appointment.
Special Qualification
Possession of a valid California Class C Driver License at the time of appointment. Loss of the Class C License is cause for discipline. This requirement may be reviewed on a case-by-case basis for individuals with disabilities.
Probationary Period:
Employees must complete twelve (12) months of probation at a satisfactory performance level prior to gaining permanent status.
Media Production Specialist II
QUALIFICATIONS
In addition to the qualifications for Media Production Specialist I
Knowledge of:
– Techniques, material, and equipment used in the design, creation and production of a wide variety of graphics, films, television programs, and television studio operations.
– Current media production technology, both in the studio and field.
– Broadcast television standards.
– Graphic design principles and techniques.
– English usage, spelling, grammar, and punctuation.
– Report writing and data gathering principles and procedures.
– System wiring, soldering, and troubleshooting principles and techniques.
Ability to:
– Plan, coordinate, organize and assign work to meet deadlines.
– Creatively convert ideas and narrative material to visual forms.
– Troubleshoot technical equipment problems.
– Research and compile information.
Experience and Education:
Equivalent to a Bachelor’s degree from an accredited college or university with a concentration in media production, audio production, tv/film production, broadcast programs, public relations, or a closely related field and three years of work involving the preparation of a wide variety of audio-visual materials.
Additional qualifying experience may substitute for the required education on a year for year basis.
Special Qualification:

4. Screening Committee: (Pass/Fail)– All candidates that pass the examination and are in one of the top three ranks will have their application forwarded to the hiring department for review.
