Manages accounting functions for Village. Prepares reconciliation of all accounts and subsidiary information to general ledger. Prepares cash flow projections and regular financial reports. Maintains fixed asset accounting system.
Essential Knowledge, Skills, and Abilities
Supervises assigned staff, including assigning and reviewing work and procedures, establishing priorities, hiring, training, evaluating performance, imposing discipline and recommending personnel actions in accordance with departmental and Village policies and procedures.
Reviews monthly reconciliation of all General Ledger accounts, funds and subsidiary information to Village general ledger systems.
Assesses need for debt issuance and reviews re-payment process.
Prepares cash flow projections as required to ensure availability of funds for Village operations and capital projects, including tax incremental districts.
Assists Village management personnel in preparation of annual budget and supporting information.
Prepares financial reports of Village operations for use by internal personnel and Village Board. Revises reports as required. Assists report users in interpreting reports and conducts training required by report users.
Prepares financial reports and financial schedules required by outside agencies and auditors, including bond underwriters and insurance companies.
Reviews Village accounting practices for compliance with legal and professional accounting standards. Implement changes required for compliance.
Reviews, approves and validates all journal entries before data entry to general ledger in addition to preparing general journal entries as required.
Works with Village Clerk throughout tax roll preparation and process.
Supervises accounts payable and data entry procedures.
Supervises the daily deposit and receipting.
Supervises annual audit of financial statements.
Prepares annual department budget and submits for approval.
Prepares water, storm and sewer utility budgets and calculates rate increases.
All other duties as assigned.
Qualifications
Bachelor’s degree in accounting, finance, public administration, or a closely related field; CPA preferred.
Requires five to eight years of general accounting experience including municipal accounting and experience with automated accounting systems or any equivalent combination of related education and experience that provides requisite knowledge, skills and abilities for the position.
Ability to execute and file an official bond.
A valid driver’s license or ability to obtain one.

Knowledge of modern principles of municipal accounting.
Knowledge of computer systems including Microsoft products and ability to function within municipal accounting software systems.
Knowledge of local, state, and federal laws and regulations pertaining municipal accounting.
Ability to write reports, memos and business correspondence using proper spelling, grammar and punctuation.
Ability to effectively present information and respond to questions from colleagues, elected and appointed officials and the general public at customer counter and public meetings outside of regular business hours.
Ability to define problems, collect data, establish facts, and draw valid conclusions.
Ability to apply mathematical concepts.
Ability to establish and maintain positive, professional working relationships with co-workers and supervisors.
Ability to supervise and manage staff members.
Ability to work with the public in a friendly, tactful manner.
PHYSICAL REQUIREMENTS Position requires extreme accuracy and prolonged sitting in the performance of daily duties and frequent repetitive keyboarding motion for preparing reports and other documents. The position also requires walking and some standing and lifting of boxes. Must be able to travel occasionally as needed. The equipment required to be used for this position includes a phone system, desktop computer, copy machine, fax machine, and scanner.
