Job Summary/Basic Function

Millersville University invites applications for the Director of Environmental Health & Safety. Under the general direction of the Associate Vice President for Facilities, the Environmental Health and Safety (EHS) Director is responsible for the development, management, and implementation of the EHS programs for the university. This EHS Director is responsible for providing technical guidance, operational program management and expert advice and direction to the entire campus community.

The EHS Director will implement and maintain a proactive and comprehensive process for identifying and effectively managing the risk of physical and behavior-based hazards to people, property, and the environment, provide oversight, development and direction for a variety of compliance programs including managing the day-to-day operations, assist departments with compliance requirements for existing and new regulations issued by federal, state, and municipal agencies, and provide guidance for implementing PASSHE and university policies.

The EHS Director will provide leadership on all aspects of environmental health and safety and contribute to strategic planning and decision-making relevant to Millersville University’s physical and occupational environment, serve in an operational and strategic role in actively planning, preparing, and managing emergency responses to diverse situations.

Required Qualifications

• Bachelor’s degree in safety, chemistry, biology, environmental health and safety, emergency management, industrial hygiene, or a related field.
• Minimum of five years of progressive relevant job experience in an EHS position of comparable size and complexity of the institution.
• Comprehensive working knowledge of regulations such as OSHA, EPA, NFPA, NIOSH, FEMA, PEMA, and PA DOH.
• EPA/PADEP Asbestos Inspector, Qualified Provider for Workers Comp Self-Insurance (PAL&I) or obtained within the first six months of employment.
• Ability to prioritize multiple tasks and manage time effectively to complete assigned projects and tasks.
• Analytical skills in evaluating and developing alternatives to address problems and issues.
• Ability to evaluate worksites for potential hazards, conduct necessary monitoring, generate reports, and relate information clearly and effectively.
• Proficient and competent with all Microsoft Office software and database applications.
• Demonstrated oral and written communication skills, proficiency in writing reports and trending data, demonstrated ability to develop and deliver safety training sessions.
• Ability to work independently with minimal supervision.
• Possess strong team building skills.
• Evidence of a commitment to diversity, equity, and inclusion.
• Valid driver’s license.
• As an essential employee, this person must be able to respond to emergencies in-person regardless of day or time.
• May be required to work evenings and weekends.
• Must maintain reliable mobile communications (cell phone stipend is provided by the university).
• Must be able to represent and speak on behalf of the University with guidance from the Public Affairs Officer.
• Ability to work remotely if required.

Preferred Qualifications

• Master’s degree or higher in areas listed above.
• Experience exceeding the required qualifications.
• Certified 40 Hour Emergency Chemical Responder (HazWoper).
• NIMS certifications (ICS 100, 200, 300, 400 and 700).
• Experience in a higher education environment.
• Experience in a union environment.

Job Description

• Manage programs to mitigate and minimize risks in all areas including but not limited to: occupational safety, indoor air/environmental quality, accident/incident/occurrence investigations, ergonomics, construction safety, risk/litigative assessments, claims and losses with the Commonwealth self-insurance manager, safe drinking water, hazard surveillance audits, hazard communication, hazardous chemical and pharmaceutical materials and waste management, spill response, fire drills, fire safety, life safety inspections ADA compliance, industrial hygiene exposure monitoring, asbestos management, lead management, stormwater management, right to know, drones, respiratory fit testing, backflow prevention and cross connections, and general standards compliance.
• Manage risks, coordinate risk reduction activities in the physical environment, collect deficiency information, and disseminate summaries of corrective actions and their results, create, and implement an accident or near miss investigation program intended to identify main cause, contributing factors and lessons learned, intervene whenever environmental conditions immediately threaten life or health or damage to equipment or buildings.
• Assume critical role(s) such as incident commander level in responding to emergencies, ensure appropriate response for all emergencies involving chemical, biological, natural disaster, active shooter, fire or other significant events, coordinate with university and external agencies in managing response, develop, conduct and evaluate exercises to improve campus community response, assist with business continuity planning program, coordinate the National Incident Management System (NIMS) training and certification program for emergency response personnel.
• Interpret, implement, and comply with federal, state, and local regulations and agencies policies, review and summarize findings from technical reports to provide a better understanding for the end user or building occupant, interact with regulatory auditors, inspectors, and surveyors, managing the investigation of the alleged hazard, act as the primary interface with external agencies, consultants, vendors, and customers, and provide technical advice to campus leaders.
• Develop, promote, and present training and education seminars to employees, students, and external groups regarding compliance with the EHS programs, establish and maintain appropriate records and reports. Identify learning needs and develop training programs, obtain training curriculum from consultants, continue professional development, maintain awareness with current trends, industry recommendations and university mission and goals.
• Develop, compile, update and publish campus-wide emergency plan, and contribute as needed data and information for other related reports including but not limited to the annual Clery Act Report.
• Routinely tour campus facilities, grounds, and special events for compliance with safety and environmental health regulations.
• Respond to urgent and emergent calls as an essential employee any time day or night.
• Develop annual budget, monitor expenses and other fiduciary responsibilities.
• Communicate effectively with all levels of the organization.
• Chair or co-chair the university Safety Committee, ADA Committee and others as assigned. Actively participate in other committees as needed.
