Typical Duties

1. Utilizes current industry principles and best practices to direct and manage the activities and operations of the college’s procurement activities.
2. Author, research, prepare, evaluate and manage all solicitations for the college.
3. Reviews contract and purchasing proposals.  Ensures guidelines and mandated regulations are followed.  Authors recommendation for Board approval/award of solicitations.
4. Acts as a liaison to all stakeholders.
5. Organize, update and retain all contract files. 
6. Ensures compliance with college policies, state and federal laws that apply to procurement activities. 
7. Conduct research and evaluate findings on procurement matters. Evaluate vendors and their products and capabilities as a supplier.
8. Participates in professional group meetings; stays abreast of new trends and innovations in the public procurement field.  
9.  Provides advice and service to all stakeholders, in the development of requests for information, requests for proposals and requests for bids.
10. Review requisitions and manage purchase orders for the purchase of goods and services.
11.  Establish contracts with vendors for high use items. Review contracts to evaluate overall revisions, price and past performance of each contract prior to bid or renewal.
12. Resolve procurement problems with vendors and/or assist staff in resolving problems.
13. Hires, evaluates, and supervises employee(s).  Prioritizes and assigns work and maintains professional development program for staff.
14. Independently travel between campuses and to other out-of-town locations as required.
15. Adhere to college, federal and state administrative procedures, guidelines, initiatives and directives to ensure compliance with all relevant regulations affecting college operations.
16.  Perform other tasks of a similar nature or level as assigned.

Qualifications

Preferred:

• Bachelors’ degree in Accounting, Finance or closely related field
• Five years of procurement experience, preferably in public sector.
• Three years of supervisory experience
• Certified Professional Public Buyer
• Or an equivalent combination of education, training and experience sufficient to perform the essential functions of the job.
