March 10, 2022JOB SUMMARYThis position manages a variety of human resources services, such as recruitment/selection, employee benefits, leave administration, and workers’ compensation.ESSENTIAL FUNCTIONSManages the day-to-day functions of MST’s benefits programs including medical, dental, vision, life insurance and other programs. Verifies and inputs data directly into various systems; processes enrollments for all insurance programs; monitors and verifies dependent eligibility for benefits; and coordinates COBRA and benefit administration with MST’s contracted insurance vendors. Develops and coordinates new employee orientation; prepares informational material; explains and interprets health benefits, employee policies, procedures, and programs. Tracks, researches and reports on various types of Federal and State protected leaves, leaves of absence, maternity leave and others. Remains up to date on benefits regulations, laws, procedures, and administration in the field of human resources in general and in state-wide public service specifically. Recommends benefit plan to management. Manages and coordinates the recruitment and selection process for all positions within MST. May provide support and assistance in classification, compensation, training programs, labor relations, support administration and risk management functions as needed. Consults and provides direction to managers and supervisor regarding performance management issues. Manages the staffing levels within the district and reporting to the Board and Executive Leadership Team on recruitment trends. Completes miscellaneous research, reports and memos as requested based on district needs. Assists employees with questions regarding their benefits, wages, and work rules. Participates and collaborates in meetings with managers, supervisors, and Executive Leadership Team on various projects. Other duties as assigned.
KNOWLEDGE, ABILITY and SKILLS
Knowledges of HR systems, techniques, practices, and functions, including recruitment, classification, testing, selection, benefits administration, and employee retiree benefit management; Knowledge of job analysis, recruiting strategies, position classification, wage and salary administration. Knowledge of standard office practices and procedures. Knowledge of state, federal, and local laws, rules, and regulations. Knowledge of provisions of collective bargaining agreements and public employee labor laws. Ability to plan and assign workloads clearly and effectively. Ability to meet deadline; Ability to communicate clearly and effectively, both orally and in writing. Ability to work effectively under stressful situations involving confrontation and conflict. Ability to effectively manage subordinate staff. Ability to develop policies, procedures, and guidelines consistent with MST policies.
MINIMUM QUALIFICATIONS & REQUIREMENTS
Earned a bachelor’s degree from an accredited college or university in either Human Resources, Organizational Development, Industrial Organization or Business Administration. Three or more years in human resources or recruitment. At least three years of supervision experience or a combination of training and experience equivalent. Requirement to have a clean driving record over the last 24 hours to be eligible for use of a MST vehicles. Required to show proof of COVID vaccination upon first day of work.
