Enforces the laws, rules and regulations governing the Periodic Motor Vehicle Inspection Program; trains and certifies vehicle safety inspectors; inspects and investigates the operations, personnel, vehicles, equipment and business practices of common carrier companies and Motor Vehicle Inspection Stations; and performs other related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility to perform inspectional and investigative tasks for the purpose of preventing, discouraging and/or detecting violations of motor carrier and motor vehicle safety laws and regulations, training and certifying safety inspectors, and insuring the safe operating condition of common carrier vehicles.

Training and Experience: A combination of education and experience substantially equivalent to graduation from high school and two years of work experience in inspectional, investigative, instructional and repair work which shall have included ascertaining the overall mechanical, operating and safety condition of motor vehicles.
License Requirement: Possession of a valid motor vehicle driver’s license (equivalent to State of Hawaii Type 3).
Knowledge of: State and local laws, rules and regulations pertaining to the Periodic Motor Vehicle Inspection Program, reconstructed vehicles, traffic safety and common carrier operations; mechanical functioning of motor vehicle safety devices and equipment; motor vehicle safety test equipment; inspectional and investigative methods and techniques.
Ability to: interpret and explain laws, rules and regulations; read and understand written material; prepare clear and concise reports; deal tactfully and effectively with the public.

Vacation
Eligible employees earn up to 21 days of vacation per year, with a maximum year-to-year carry over of 90 days. Eligibility to accrue vacation begins with the first work day.

Eligible employees may participate in the Island Savings Plan (a deferred compensation plan as provided under Section 457 of the Internal Revenue Code.) This is a supplemental retirement savings plan that allows for the investment of tax-deferred contributions into a variety of investment options.
Flex Spending Plan
Eligible employees can also participate in the County’s Flexible Spending plan, a way to set aside a portion of pay, before taxes, to pay for qualifying dependent care or medical expenses.
Employee Assistance Program
The County also offers a voluntary assistance program which provides its employees and their family members with free professional and confidential assistance in overcoming personal and work related problems.
Training
The County provides its employees with a variety of up-to-date training opportunities (i.e., computer application, professional seminars, heavy equipment operation, administrative & clerical skills, personal safety, etc.) to help them increase their knowledge, gain new skills, and to be more satisfied and effective in their jobs.
Leave Sharing
The County’s leave sharing program allows employees to donate accumulated vacation leave credits to a qualified fellow employee who has a serious personal illness or injury.
