What You Will Be Doing
Human Resources
+
Administer and effective and efficient Federal Human Resources management program in the areas of staffing, recruitment and placement, security and suitability, benefits, performance management, employee relations, and training and development.
+
Plan and assign work to subordinates, set and adjust priorities, and establish deadlines.
Develop performance standards, evaluating work performance, and hearing and resolving complaints from staff members.
+
Review and evaluate organizational activities and advise management regarding the accomplishments and evaluation of program goals.

Research, write, review, coordinate and edit material proposed for public release to ensure accuracy, clarity, completeness, timeliness, and consistency with NRO policies.

Strengthen NRO’s brand equity across the Intelligence Community (IC) and in the public domain to elevate the organization’s presence.
Program Management
+
Manage daily programmatic functions, interface with mission partners across the Intelligence Community and Department of Defense, reach out to operational users to ensure proper program support.
+
Develop, maintain, and manage updates to program documentation, performing evaluations as required.
+
Develop, prepare, and conduct oral and/or written presentations to report monthly analysis of project or program status in order to identify and isolate potential problems.
+
Participate in the resolution of complex resource allocations; performing in-depth, rigorous analysis of program, technical, and budget trade-offs and explores alternatives.
+
Assist in strategic planning and determination of present and future requirements relative to organizational workload requirements; re-engineered business processes and future mission requirements; changes to governing regulations; and problems having a variety of program management impacts on the readiness and sustaining capability of the organization.
+
Direct program analysis teams comprised of a variety of disciplines (both business and technical) interviewing progress against established program.
Office Administration
+
Direct and orchestrate meetings/conferences to ensure goals are achieved; follow-on actions are completed; and coordinate with organizational staff on major and sensitive issues.
+
Develop solutions to problems, providing consultation and advice on issues and options.
+
Advise senior management official on complex, sensitive (highly), and controversial issues which may impact or shape the direction of the program.
What You Need
+
Highly desired: a Master’s Degree in a related occupation (human resources, business, communications, program or project management, etc.).
+
Experience in the human resources field as a tenured generalist or specialist.
+
Significant experience writing and editing communication materials and/or acting as a public affairs specialist. Experience preparing materials or briefing other Intelligence Community (IC) agencies or Congressional committees is a plus.
+
Proven ability to manage programs and projects.
+
Extensive experience performing office administrative duties as an executive assistant, senior administrative assistant, action officer, or administrative officer.
Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform and is typically in or directly related to the duties of the position as described above. 2023 Salary Range For The Washington, DC Area
GG-14: $132,368 – $172,075
GG-15: $155,700 – $183,500
