This position will report to the County Maintenance Engineer to assist in ensuring that we are preforming the correct maintenance and/or system preservation activities on routes in Rowan County in an efficient manner and within specifications, policies, procedures, and regulations. This position will help ensure that all environmental issues, permits, etc. are followed and documented in accordance with policies and regulations. This position will serve as a liaison between the County Maintenance Engineer and the Transportation Supervisors by providing technical expertise on various issues. This position will assist with various aspects of the safety program, administering guardrail contracts and storm water pollution prevention program. This position will also assist in planning force account work involving permitting issues, performing emergency storm assessments, pavement surveys and preparing documentation using various computer software programs. This position is needed to assist the County Maintenance Engineer in ensuring the successful delivery of our work plan, ensuring prompt responses to maintenance needs, and ensuring the environmental and safety programs are closely monitored. Knowledge, Skills and Abilities / Competencies
Applicants must submit an application that clearly reflects work experience that demonstrates the following:Possess through knowledge of concepts, practices, and theories used in roadway maintenance.Demonstrated ability to read, interpret, and draw complex roadway and erosion control plans.Demonstrated ability to independently conduct inspections for compliance with contract agreements, standards/codes, and specifications.Demonstrated ability to perform basic surveying, leveling, or gathering other survey related data.Demonstrated ability to effectively communicate with the general public and local government officials to address concerns/issues.Additional Expectations: Ability to assist in monitoring the maintenance program to ensure efficient and safe use of personnel, equipment, and materials; to assist in formulating a comprehensive highway maintenance program within limits of budget; communicate effectively; maintain positive working relationships; and operate motor vehicle safely. Work includes emergency situations, nights, and weekends as needed. Must have ability to traverse steep and uneven terrain. Will be subject to high volumes of traffic and extreme temperatures/weather conditions. Must be able to legally drive a state vehicle. Safety toe shoes are needed for this position. An inmate card approved by the NC Department of Public Safety must be issued to NCDOT employees to transport inmates. To obtain an inmate card applicants must undergo a criminal history check, complete necessary training, and orientation, and be at least 21 years of age. Safety toe shoes required. Offer of employment will be contingent upon successful completion of NCDOT post offer employment evaluation.
Minimum Education and Experience Requirements
