***This is a re-advertisement – Previous applicants must re-apply to be considered.***The North Carolina Forest Service (NCFS) is designated as an emergency response Division and is a team of professionals who provide forest protection, resource management and environmental education to the residents and landowners of North Carolina through a variety of programs. The NCFS provides services to the 100 counties in North Carolina. Position is to plan, organize, direct, and manage the equipment program in the Region that covers four Districts and 27 counties. Maintains the highest level of mechanical expertise in the Region. Plans, designs, directs, and coordinates the construction/modification of specialized fire control equipment. Sets maintenance standards and ensure equipment readiness. Provides training and technical supervision to District Equipment Supervisors and District Mechanics in all aspects of equipment maintenance, fabrication, modification, and construction on all types of wildfire control equipment. This includes authority to resolve maintenance issues in the Region. Environmental exposures are adverse weather, forest pests, hunters, intense heat, dust and smoke. Work hours are typically 8-5, Mon-Fri. Some work functions require evening, holiday and/or weekend work. Wildfire & disaster/emergency response functions require readiness 24/7. May be a member of incident management team, requiring response to incidents away from home and for extended periods of time. Some overnight travel required for emergency response and/or training. A skills test related to the knowledge, skills, and abilities will be administered during the interview. Residency requirements discussed at time of interview. Knowledge, Skills and Abilities / Competencies
Considerable knowledge of the operating principles of internal combustion engines.Considerable knowledge of the operation, adjustment, and repair of fire control and off-road equipment such as fire dozer, fire plows, 18-wheel truck tractors, lowboy trailers, pickups, flex tracks, volume lift pumps, pumps (single and multi-stage), fulltracks, forklifts, and cranes.Considerable knowledge of the tools and equipment found in heavy equipment and automotive repair garages as well as the use of such tools and equipment.Ability to diagnose the causes of operating defects in fire control trucks and heavy equipment and to make effective repairs in such cases.Ability to assign and direct the work of vehicle/equipment repair technicians.Ability to instruct vehicle/equipment repair technicians in necessary maintenance and repair techniques and to establish a program of training.Ability to operate a computer for administrative duties.MANAGEMENT PREFERENCES:Considerable experience working with computers, i.e. MS Office products, NC E-procurement system, Federal inventory (FEPMIS) system, and internet.Fire Control qualifications under NWCG in Logistics section.
Minimum Education and Experience Requirements
You may qualify by an equivalent combination of education and experience, either through years of education or years of directly related experience, or a combination of both.High school or General Educational Development (GED) diploma and three (3) years of progressive experience in the repair of vehicles and/or equipment and with at least one (1) year of supervisory experience; or an equivalent combination of education and experience.Necessary Special Qualifications:May require current certification by the EPA as a Type I, II, III or Universal technician as required by 40 CFR part 82, subpart F.
