SUMMARY
Managerial work responsible for the construction, maintenance and operation of the City’s streets and stormwater related infrastructure.
The single position allocated to this class reports to the Public Works Director and works under general supervision. Work in this class provides engineering expertise regarding construction maintenance and repair, and is distinguished from other managers by its focus on managing other managers and overseeing programs.
ESSENTIAL JOB FUNCTIONS
Responsible for the oversight, organization and management of the Public Works Operations functions. This includes the Solid Waste Program, Urban Forestry Program, Traffic Signs & Markings Program, Pavement Management Program, Open Water Course Program, Closed Water Course Program and the Street Sweeping Program. This includes serving as the responsible engineer in charge for any engineering decisions required by the administration of these duties.
Leads initiation of recruitment and selection functions in accordance with the AA plan. Oversees, recommends, and makes final determination as appropriate on selectin, promotion, discipline, and other personnel actions. This includes serving on a division and other interview panels, developing, reviewing, and/or approving interview questions, and participates in other candidate screening activities. It also includes acting as the public works director in dispute resolution for grievance procedures.
Oversees and directs the City’s Pavement Preservation efforts including the development and analysis of pavement conditions data, the development of pavement preservation activities including decisions related to construction techniques/methodology, the procurement and management of pavement preservation contracts for construction services and materials. As a professional engineer, the Operations Manager will make decisions as appropriate providing technical guidance/assistance when field conditions vary from expected or when other problems are encountered which require adjustments to scope and methods.
Provides Professional Engineering oversight, design, and guidance for the City’s traffic signs and markings section including the recommendation of new products, novel approaches to address safety or operational concerns, making applications for request for experimentation and directing/overseeing a comprehensive inspection program.
Responds to or directs the response to citizen and city staff/elected official inquiries, concerns or requests for information, including those made to others on operations division topics. This will include overseeing/directing all outreach activities related to pavement preservation, sweeping and collection functions and other activities related to public works operations.
Participates in Lean initiatives intended to streamline processes, reduce costs and improve effectiveness of various operations activities including but not limited to those associated with HR activities, invoice processing, contract procurement, and routine maintenance activities.
Participates in Public Works budget development and takes lead in developing budget requests in operations to include regular monitoring of needs and discussions with staff on resources. This includes routine budget monitoring functions and making determinations on how resources can be realigned to meet needs.
Maintains a continuing safety program for protection of employees and the public.
Organizes and supervises purchasing and payroll functions to include record keeping, accounting, and other support procedures.
Attends work on a continuous and regular basis.
NON-ESSENTIAL JOB FUNCTIONS
Recommends revisions or additions to policies within Public Works and Operations division.
Provides informal training and mentoring to staff as part of the AA plan.
Participates in Tree Advisory Board meetings.
Serves in the absence of the Public Works Director.
Performs emergency response activities of the EOC acting in the PW Incident Unit Command for Bravo shift and as the alternate for Alpha.
Performs other related duties as assigned.
EDUCATION AND EXPERIENCE
Bachelor’s of Science in Civil Engineering or similar from an ABET accredited university with eight years of experience in construction management, maintenance, field engineering, or related field. Minimum of four years of progressive supervisory experience. Preferred Master’s degree in Civil Engineering, Construction Management, Project Management, or Business Administration.
