Under the general supervision reviews building construction and alteration plans and calculations for residential projects for compliance with the Uniform Building Code, Uniform Housing Code, state and municipal codes, and other related codes. Performs other work as required.
The following typical tasks and responsibilities are representative of this classification. They are descriptive, not limiting. ESSENTIAL DUTIES: Reviews construction plans for single and multiple family dwellings, residential additions, alterations and repairs, and other minor projects, including light commercial structures and/or tenant improvements for compliance with Uniform Building Code, Uniform Housing Code, plumbing, mechanical, and electrical codes, state and municipal codes, and other related codes and ordinances; Makes code interpretations and responds to inquiries from architects, engineers, contractors, building designers and owners concerning matters related to plan checking and other code related items; Calculates building permit fees; Issues permits; interprets plans for field inspectors and may visit job sites for resolution of problems; works with other City departments in reviewing project plans; Performs document research and filing; Prepares and maintains records; trains building inspectors and other department employees in the use and application of the building codes; Reviews light commercial construction plans and calculations.
Applications will be accepted from those applicants who clearly demonstrate on the COMPLETED City application, Supplemental Questionnaire, and Certifications that they have:
• Associate of Arts Degree from an accredited college with a major in engineering, architecture, business or related field; AND
• Two years’ experience with government agency as a residential plan checker; OR
• ICC Certification as a Plans Examiner; AND
• Two years’ experience in the residential construction industry; OR
• An equivalent combination of training, experience and certification.
• Possession of a valid Class “C” California driver’s license
• Possession of a valid ICC certification as a Plans Examiner within two (2) years of employment as a condition of continued employment. Incumbents in this job classification must maintain the required certificate for the entire term of employment.
OTHER MINIMUM QUALIFICATIONS: Knowledge of: Principles and practices of plan check review; Zoning; Uniform Building Code, Uniform Housing Code and other related regulations; Title 24 and other state and municipal code requirements; Best practices in delivering effective customer service; Related personal computer applications.
Ability to: Read and accurately interpret building plans for compliance; Communicate effectively orally and in writing; Maintain cooperative working relationships with builders, contractors, architects, general public and other employees; Enforce necessary regulations with tact; Assist with educating staff on code related issues; Meet customer service standards with internal and external customers; Work independently and prioritize workload; Correctly document work. Physical Conditions or Special Working Conditions: Standard office environment and working conditions; Will be occasionally required to make on-site inspections in the field. Must be able to work outdoors in all weather conditions.

ORAL APPRAISAL INTERVIEW (Weighted 100%): Week of September 7, 2023 (Tentative). The exam will be announced but may include one or more of the following: written exam; oral exam; evaluation of education, training, experience or other qualifications as shown by the application, or by other information submitted, or by the record; questionnaires submitted to references; or any other appropriate measure of fitness. A minimum passing score of 70% is required. NOTE: Admission to the examination(s) may be limited to those applicants who demonstrate the best combination of qualifications. Applicants possessing the minimum qualifications are not guaranteed admittance to the Examination. Employment applications must be properly completed in accordance with instructions on face of application form. All pertinent information needed to determine that the applicant meets the minimum qualifications must be shown on the City Application, Supplemental Questionnaire, Resume, and Certifications; otherwise, the application will be rejected. RESUMES WILL NOT BE ACCEPTED IN LIEU OF THE COMPLETED APPLICATION.

VACATION: Accrual rate is determined by bargaining unit.
1-4 years of service: 10 days per year.
5-13 years of service: 15 days per year.
14+ years of service: 20 days per year.
VACATION – FIRE SAFETY SHIFT PERSONNEL ONLY:
1-4 years of service: 4.68 (24-hr. duty shifts)
5-15 years of service: 7.02 (24-hr. duty shifts)
16+ years of service: 9.36 (24-hr. duty shifts)
HOLIDAYS: 13 paid holidays per year.
SICK LEAVE: Earned at the rate of one working day per month of service to a maximum of 120 days; portions therafter may be convertible.
ADMINISTRATIVE LEAVE: 10 days per year for General Supervisory and Management employees.
