Director of Human Resources

Position Summary:
The Director of Human Resources is responsible for the overall management of the Human Resource functions of the college. Duties include but are not limited to: personnel planning, recruitment and selection, classification and pay, employee-employer relations, benefits, unemployment, and record keeping. The Director will promote, direct and implement programs to ensure equal employment opportunity, equity and cultural awareness; and assure compliance with Federal, State and Local legal requirements, rules and regulations. The position is directly responsible to the President; is expected to work with all college departments to facilitate relations and best practices, which support effective communication processes, performance management accountability, and leadership and professional development. The Director will facilitate strategies to attract, develop, and retain a diverse workforce and encourage innovation, learning, and cross-cultural collaboration. Will facilitate and manage core human resource functions including hiring processes, onboarding, and new employee orientations. The Director will provide human resources advice, counsel, and decisions relative to employee benefits and other employee support services. Is responsible for facilitating and administrating employee benefits’ plan renewals. Will understand, interpret, and share relevant laws related to personnel management, ensuring all human resources’ processes and actions comply with these laws. The Director will have strong leadership skills, solid written and verbal communication skills, great interpersonal skills, can multitask, good problem-solving skills, exercise sound judgment and maintain confidentiality when dealing with sensitive matters. Bachelor’s degree and/or SHRM Certification preferred, with preference given to degrees in Human Resources, Business, Public Administration or related discipline Three years of experience in Human Resources Management preferred. Qualifications:
Education:
Bachelor’s degree and/or SHRM Certification preferred, with preference given to degrees in Human Resources, Business, Public Administration or related discipline.
Experience:
Three years of increasingly responsible experience in Human Resources Management/ Business preferred. Experience in an educational setting and with collective bargaining beneficial.
Understanding and commitment to the comprehensive community college philosophy.
Excellent interpersonal, communication and presentation skills.
Strong human relations skills to interact positively and effectively with diverse personalities and populations (low income, first generation, minors, adults, special needs, disabilities, etc.) are required. Ability to work collaboratively with other department and division team members is critically important as is the ability to interact appropriately with others under stressful conditions/situations.
Competency with computer software applications specifically Microsoft Office programs with proficiency in Word & Excel; ability to learn and develop competency with new technology/software and facilitate the transformation of department’s documents and process into the college’s digital landscape.
Detail-oriented with strong analytical, evaluative, problem-solving and organizational skills, with demonstrated ability to plan, implement and manage multiple tasks.
Demonstration of a strong work ethic, character, honesty and personal integrity, with a commitment to providing the utmost professionalism, discretion and confidentiality required.
Demonstrated leadership qualities that promote a team environment.
Ability to direct, train, supervise, and coordinate staff and processes.

Oversees the daily workflow of the department.
Typical Duties and Responsibilities:

Work collaboratively with the Senior Leadership Team to accomplish goals and strategy related to staffing, professional development, recruiting, and retention.
Provide exemplary customer service and establish a welcoming and trusting environment for all visitors and consumers of the Human Resources department and resources.
Provide leadership in the development and implementation of compliance with Federal and State laws and administrative rules related to personnel issues and practices.
Maintain professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies, local committees and state-wide committees.
Direct and/or supportthe recruitment, selection and orientation of all employees.
Maintain updated job requirements and job descriptions for all positions.
Provide guidance and training to supervisors and employees on human relations issues including but not limited to employee orientation, development and maintenance of accurate job descriptions, resolution of employee concerns and the employee evaluation process.
Support supervising staff by devising strategies for performance evaluation. Coordinate the employee performance evaluation program and ensure evaluations are completed in a timely and appropriate manner.
Implement Human Resource initiatives that support organizational effectiveness and the institutional strategic plan.
Evaluate/assess wage and salary structure and employee benefits programs.
Direct the administration of programs and services such as leaves, unemployment insurance, workers’ compensation, employee assistance program, health insurance, life insurance and retirement.
Maintain employee benefit programs, inform employees of benefits, and study and assess benefits trends; recommend benefit programs to administration.
Serve as a resource person in collective bargaining negotiation, if required.
Ensure compliance with all applicable Human Resources State and Federal regulations and laws and PCC policies.
Complete required State and Federal reports related to Human Resources. Ensure legal compliance by monitoring and implementing applicable federal and state requirements; conduct tasks related to investigations as assigned and maintain records.
Supervise and work cooperatively with members of the Human Resources staff.
Work supportively with the Business Office team; and other departments as appropriate
Direct preparation of reports, correspondence, bulletins, handbooks and manuals.
Oversee Human Resources Information Systems (HRIS) and assure security and privacy of personnel data. Ensure that employee personnel files contain all required documentation such as application materials, official transcripts, evaluations, etc.
Develop and implement departmental budget.
Provide advice and counsel to management on policy, legal requirements and impact of legislation on employers.
Work with/as the Coordinator of Title IX/Equity, maintain a high level of knowledge and awareness concerning the administration of human resources/Title IX programs including regular monitoring of proposed changes to related legislation and/or accrediting requirements. Provide information sessions/programming to educate general college staff on human resources/Title IX issues as appropriate.
Perform other duties as assigned by the President.
