Current Vacancy:
There is one (1) vacancy with the Department of Budget and Fiscal Services, Purchasing Division, Procurement and Specifications Branch located in Honolulu. The position is responsible for supervising a Purchasing Section in procuring all assigned goods and services, and concessions in accordance with all laws, rules and regulations, directives, policies and procedures.

EDUCATION REQUIREMENT:
A combination of education and experience substantially equivalent to graduation from a regionally-accredited college or university with major work in business or public administration, marketing, economics or a related field.
Education obtained outside of the United States must be comparable to a degree earned at a regionally-accredited college/university in the United States. In order to receive credit for the education, a foreign credential evaluation (FCE) must be provided. We also reserve the right to request further information about your academic program, evidence of comparability, or an original transcript.
Work experience may be substituted for the bachelor’s degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attaining a bachelor’s degree.
EXPERIENCE REQUIREMENT:
Four (4) years of professional experience in centralized purchasing and standards and specifications development activities.
Such experience must have demonstrated knowledge of the principles and practices of supervision; principles and practices of governmental or regulated purchasing; various types of commodities and services and their sources of supply; policies and procedures of a regulated Purchasing Division; the Revised Charter of the City and County of Honolulu and ordinances and statutes governing governmental purchasing; interviewing techniques; research principles, techniques and methods; and report writing.
Such experience must have demonstrated the ability to plan, supervise, coordinate and review the work of others; apply the principles, methods and techniques pertinent to government or regulated centralized purchasing and development of commodity and purchasing specifications; interpret and apply laws, rules, regulations, ordinances and statutes governing governmental or regulated purchasing; prepare clear and concise reports; express ideas logically; analyze and develop solutions for unusual problems; recommend operational improvements; deal tactfully and effectively with other employees and the general public.
