Responsibility to oversee and/or to plan, develop, implement, and evaluate activities for one or more of the department’s programs; develops, evaluates, revises, and implements policies, standards, operating procedures, goals, and objectives; coordinates work between County departments, community organizations, and vendors; provides advice and consultation to agency heads, supervisors, employees, and the public; and performs other related duties as assigned.
This position will be responsible for overseeing the development of programs that support the main objectives for the department, including organizing various programs and activities to improve efficiencies, managing all complaints, data collection and reporting processes, developing policies/procedures and practices, evaluating processes, and developing systems.
There is one (1) immediate permanent full-time vacancy with the Department of Public Works – Administration Division in Hilo.
(Appointment may be made at any rate within the salary range advertised above at which appropriate qualified applicants can be recruited. Starting salary will be based on the qualifications of the person selected.)
The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.
Training and Experience:

Knowledge of: principles and methodology of program planning and development; research and evaluation methods and techniques; report writing; public relations; effective organization and staff utilization; knowledge and understanding of department’s programs and activities, operations, processes, goals and objectives, issues and concerns, policies and procedures, regulations; related state and federal laws and regulations pertinent to the department’s program; related state and federal agencies, community organizations and agencies, resources, and services that interact with and have an impact on the department’s programs and activities.
Ability to: plan, organize, coordinate, and implement activities for the development of new or revised programs, policies and procedures; research, analyze, evaluate, and interpret data, reports, and other complex materials, and draft comprehensive reports of findings and conclusions; utilize problem solving techniques in addressing problems, issues, and concerns, and recommend alternative solutions; plan, assign, review, and evaluate work of others; organize and coordinate operational activities; interpret and explain pertinent federal and state policies and procedures, regulations, etc., to a variety of audiences; communicate clearly and effectively, both orally and in writing; prepare clear and concise reports; develop and maintain effective working relationships with others; and speak effectively before groups.
