Menlo Park is seeking well-rounded professionals with exceptional technical and project management skills for vacancies in the Engineering Division of the Public Works Department. About the Department
The Public Works Department is responsible for planning, building and maintaining the City’s infrastructure including its facilities, streets, sidewalks, water, stormwater, parks, trees, landfill and transportation system. The Department protects the City’s investments in infrastructure and public facilities to ensure the health and safety of the community in an efficient, sustainable and cost-effective manner. The Department also provides private developments with oversight engineering review to insure that these projects are constructed according to city specifications.
The Department consists of three Divisions: Engineering, Maintenance and Transportation. Engineering has three sections: Capital Improvement Plan, Utilities and Development Services.
Class Characteristics
Project Manager:
This is the entry-level classification in the Project Manager series. Initially under direction, incumbents perform a variety of project management duties while learning City policies and procedures. As experience is gained, assignments become more varied, complex, and difficult and close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of the positions at the Senior level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. This class is further distinguished from Senior Project Manager in that the latter is responsible for supervising assigned contractors and staff.
Senior Project Manager:
This is the full journey-level classification in the series. Positions at this level are distinguished from the Project Manager level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Successful performance of the work requires thorough knowledge of contract administration, project management principles and supervisory practices.
Positions in the Project Manager/Senior Project Manager class series are flexibly staffed and positions at the Senior level are normally filled by advancement from the Project Manager; progression to the Senior level is subject to management approval and is dependent on the incumbent (i) performing the full range of duties assigned to the Senior level, and (ii) acquiring the knowledge, skills and abilities necessary to meet the minimum qualifications for the Senior level of the series.

Land Development:
The ideal candidate will be expected to perform the full range of professional and technical engineering work, including review of planning and building permit applications with regards to onsite and offsite improvements, civil design, hydrology, landscape and irrigation, subdivision maps, FEMA, NPDES, and C.3 requirements.
This position will work with assistant and associate engineers and inspectors in the plan review and inspection of private owner work in the public right-of-way and easements.
Utilities:
In the Utility Division, the team’s primary functions are to manage the water and stormwater regulatory programs and manage design and construction infrastructure projects for water and stormwater utilities. The ideal candidate will have experience managing utility design and construction infrastructure projects, and assisting with the review of water related development plans. The ideal candidate will be familiar with all stages of project development and delivery (planning, design, construction, and closeout). The candidate shall have experience working with the public contract code, public works bidding processes, and managing contractors.
Capital Improvement Program:
In the capital improvement program, the team’s primary function is to deliver new and maintenance infrastructure projects for streets, city buildings, environmental programs, and parks & recreational opportunities. A project manager in this team could expect to work on, or manage, a variety of capital projects (including masterplans, City building upgrades, sidewalk and street improvements, and park retrofits). The candidate may be responsible for developing design plans and specifications, manage consultants and/or other engineers, and oversee projects from planning through construction. A customer service attitude is critical in this team to work with stakeholders for each project – whether community members, city governing bodies, local business owners, or staff in other city departments who manage city buildings, parks and facilities. The ideal candidate will possess excellent communication skills and display strong team work abilities.
Salary:
Project Manager: $112,205 to $135,388 Annually (Member of SEIU)
Senior Project Manager: $123,426 to $148,927 Annually (Member of AFSCME)
