About the IT Justice team: The IT Justice Team reports through the Business Solutions Delivery division of the Information Services and Technology department for the County of Marin supporting our Justice partners and systems. They include Marin County Sheriff’s office, Superior Court of California for Marin, the District Attorney’s office, the Probation Department, and the Public Defender.
There is one (1) full-time vacancy for a three-year fixed-term Project Manager at the Senior Systems Engineer level with the Business Solutions team in the Department of Information Services and Technology. This assignment will focus on multiple projects with the IT Justice Team and County Justice partners.
The Project Manager (SSE) works with a team of IT professionals to manage the delivery of a variety of medium to large-sized IT projects ranging from software development to application development and implementation. They are responsible for planning and documenting all phases of the project lifecycle, and for providing ongoing project status reports to the IT Manager for roll-up to senior management. The Project Manager manages business relationships between Justice partners and IT staff to translate business and user requirements into system design and technical specifications and collaborates with stakeholders to develop project goals, objectives, and timelines. Additionally, the Project Manager may assist with requests for proposals (RFPs) and related business activities.
This is a crucial role as our organization moves toward a more integrated de-centralized environment of justice applications. As such, this individual will be working in accordance with PMO standards to ensure that justice projects align with the IT Governance model.
Fixed Term positions: This fixed-term position is funded up to three (3) years but may end sooner or be extended depending on position funding. This is a full-time, fully benefitted position. Per PMR 48.2, fixed term employees are not subject to Reduction in Force rights at the completion of the term.
The ideal candidate has experience independently managing a variety of IT projects, possesses sound knowledge of project management best practices, tools and terminology and has used project management applications such as Microsoft Project, Asana, or similar tools. Specifically, they have project management experience in the following:
Managing the simultaneous implementation of multiple systems
Experience managing web application development projects
Collaboration on high-visibility projects with diverse partners, including technical users, stakeholders and elected officials
They have a track record of completing projects on schedule, can diagnose problems quickly to come up with workable solutions and can express complex technical concepts effectively, both verbally and in writing, to diverse groups of people. They can adapt to ambiguity and changing business requirements and can adjust scope and schedule accordingly. Fluency in multiple languages, both written and spoken, is a plus. Additionally, the following skills, abilities are highly desirable:
Familiarity with the operating practices and organizational structure of a public-sector agency
PMP certification and/or Program or Portfolio Management experience
Knowledge or experience with complex high-profile projects, criminal justice applications and technology
The Minimum Qualifications are:
Any six-year combination of professional experience, certification, and/or relevant coursework that demonstrates the necessary knowledge and abilities. Examples include:
Twelve (12) semester units of coursework from an accredited program and in a discipline relevant to the assignment is equivalent to a full year of related professional experience.
A completed certification program relevant to the assignment and knowledge and abilities necessary of the role.
A training program with evidence of completion providing the knowledge and abilities necessary of the role.
An internship and/or apprenticeship providing the required knowledge and abilities of the role.
Relevant professional experience demonstrating knowledge and abilities necessary of the role.
