The City of Tucson Water Department (TW) is seeking a qualified and motivated Senior Engineering Associate (SEA) to join the Planning and Engineering Division. In summary, the Senior Engineering Associate position with the City of Tucson offers excellent health benefits along with a secure pension. This is a senior technical position within Tucson Water. Duties and tasks will include taking an infrastructure or water production facility project from a conceptual level through final design, construction, and completion with startup. To accomplish a TW project a successful SEA will be working with TW design teams, on-call consultants, City of Tucson Procurement, and various contractors.
General Description
Develops and manages projects and contracts. Reviews development plans. Develops and reviews project design plans and specifications.
Essential Functions
• This is a senior position. It differs from other positions in the classification series by performing tasks at a proficient, accomplished level and handling the more difficult, complex or irregular tasks. Individuals in senior positions typically assist in setting priorities for work and are asked upon occasion to use judgment to solve unusual problems.
• Manages projects and contracts by negotiating the scope of work and the fees involved, recommending payment in accordance with contract requirements, managing the preparation of construction bid documents, managing and coordinating the review and approval of design plans, tracking and reporting on project data, investigating and resolving problems and issues and preparing engineering documents in accordance with requirements and guidelines.
• Reviews and designs plans by attending meetings, coordinating requirements with other agencies, reviewing design concept reports and plans for compliance with City requirements, preparing bid documents, conducting site visits, addressing questions, coordinating work orders and plans and reviewing system capabilities and proposed enhancements.
• Participates in public relations by interacting with the public and the media, attending meetings, establishing lines of communication within the city, answering questions and concerns, and providing information.
• Specifies and orders equipment, hardware, and software by collecting, researching and recommending items for purchase, preparing specifications, reviewing and recommending bids and evaluating purchased equipment.
• Participates in the development of projects and programs.
• Develops and reviews project design plans and specifications.
• Performs administrative duties by preparing, reviewing, and submitting reports, preparing design change authorizations, and maintaining and updating files and records.
• Leads personnel by monitoring project status.
• Reviews and approves permits for code compliance and prepares maps, petitions, and legal descriptions.
• Analyzes and resolves engineering issues related to the design and operation of systems by using computer models and geographic information systems.
• Ensures the computer models and geographic information systems contain accurate, precise, and complete information.

Minimum Qualifications
Bachelor’s Degree in a related field and two (2) years of directly related experience
Valid and unrestricted driver’s license
An equivalent combination of education and experience that provides the ability to successfully perform the essential functions may be considered.
Special Job Requirements
An Engineer-in-Training (EIT) Certificate from the State of Arizona is required within 12 months of hire as a condition of passing probation. Failure to obtain the required EIT certification during the probationary period will result in the immediate failure of probation/termination of employment.

Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List. An applicant’s ranking on the Civil Service list will be based on their final score which will be calculated as:
• 10% of your rating for education and work experience
• 90% of your oral board interview
Hiring interviews may be conducted post-list by the hiring manager.
This recruitment will establish a civil service list that may be utilized to fill Tucson Water vacancies occurring within the next 6 months.
