Napa County is currently establishing an eligibility list for the position of Senior System Support Analyst for the County Health and Human Services Agency (HHSA). The list established by this recruitment may be used to fill future full-time, part-time, limited term, and extra help vacancies up to one year. There is currently 1 (one) regular full-time vacancy.
The County of Napa is seeking an experienced Application Support professional to join the Application Support Team (AST) of the Health and Human Services Agency. The selected applicant will support the Agency in identifying, implementing, administering and supporting a wide range of software, hardware and other technologies and be the lead person for the Agency’s Data Management Program, including maintaining data source systems, writing queries, maintaining data warehouse, producing adhoc reports and dashboards with focus on Child Welfare Services Systems including CWS/CMS, Business Objects, Safe Measures, WebSDM.
The ideal candidate will have over 5 years of professional experience, have experience writing SQL queries, developing reports and dashboards, experience in providing end user support and training, including curriculum development, project management experience, and working with management in the selection and implementation of appropriate technologies. 3 years of experience in Child Welfare Services Systems and knowledge of the laws and regulations that govern Child Welfare is highly desirable
The Recruitment Process:
1. Applications will be accepted on-line until 5:00 PM on APRIL 28, 2023.
2. Review of minimum qualifications and Supplemental Question Screening are tentatively scheduled for the week of May 1, 2023. Subject matter experts will review and score responses to the supplemental questions for those applicants who pass the minimum qualifications screening. Only the most qualified from the scoring of supplemental questions will be invited to the Oral Panel Interviews.
3. Oral Panel Interviews are tentatively scheduled for the week of May 15, 2023. Oral Panel interviews will only be conducted in person. Only the most qualified candidates from the Oral Panel Interviews will be placed on the eligibility list and referred to the hiring manager for further consideration.

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Provide lead supervision and coordination to staff, and participate in performing technical support work in systems programming, database, and system support administration.
Systems Programming
Maintain operating system; customize vendor software releases to meet County requirements; monitor performance of hardware and operating system software and make recommendations to correct problems or to improve performance; establish and monitor procedures for data security and access to each computer system; support computer operations by analyzing computer system malfunctions and recommend corrective action; support applications development by diagnosing complex programming problems and recommend solutions; develop and maintain operational procedures for powering-up, cold starting, warm starting; maintain technical library of hardware and software manuals; recommend changes in hardware and software configurations; assist management with the selection of hardware and software; perform related duties as assigned.
DataBase
Maintain database and file management software installed on the County’s mainframe/mini computers; customize vendor database software to meet County requirements; provide the technical design of data bases by translating the conceptual designs prepared by applications analysts into a physical data structure; provide support to microcomputer users accessing and downloading mainframe data and monitor performance and capacity of production databases; perform related duties as assigned.
System Support and Administration
Provide direct user support; track, identify, and prioritize issues and apply corrective action; work with software vendors to customize software functionality to meet County, State and Federal requirements; develop adhoc reports; work with business units to analyze new requirements and develop technical solutions to meet them; develop and maintain system documentation.
Additional Duties
Develop disaster recovery and contingency plans for central and distributed systems as well as networks to maintain operations during a major disaster. Evaluate vendors who may provide services; develop policies and procedures for disaster recovery and conduct tests of proposed recovery plans.
Develop and forecast capacity plans based on user requirements and internal departmental growth. Develop policies and procedures to ensure efficient use of existing equipment.
Develop network security policies and procedures. Coordinate audits of network access and security operations, education of users on security policy and procedures, and work activities of staff to ensure security integrity.
Perform related duties as assigned.

Computer systems and database software currently being utilized by the County.
Vendor management and contract negotiations.
Methods and techniques for capacity planning.
Database structures, database design, applications programming, distributed processing, end-user computing, database query software and on-line programming software.
Use and limitation of spreadsheets, word processing, databases, graphics and data communications.
Micro-to-mainframe communications.
Principles of effective customer service.
Principles of organization and management.
ABILITY TO:
Provide effective lead supervision for subordinate staff.
Plan, analyze, and implement new features of system software in conjunction with other departments and management.
Maintain state-of-the-art knowledge of computer hardware/software and communications and networking technologies.

EXPERIENCE AND EDUCATION
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
Experience:
Three years of experience as a systems support analyst or communications technician in a data processing environment. Experience in Social Services computer applications is highly desirable.
Education:
Equivalent to graduation from an accredited college or university with major course work in computer science, management information systems, electronics, or related field.
License or Certificate:*
Possession of a valid California Driver’s License.
*Any license, certification, or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.
SALARY –
Salaries are based on a five-step range. Appointments are usually made at the beginning step with advances occurring at six months and the completion of each year thereafter. Salary rates are reviewed annually.
