Job Summary
This position will have primary responsibility for providing consultation to VR Counselors and Supervisors. It will also have the responsibility for providing guidance and counseling in a professional manner to individuals with disabilities requiring complex services in order that they may attain and maintain competitive employment in the least restrictive environment. The VR Consultant will be responsible for ensuring consumer choice throughout the VR process. The VR Consultant will coordinate rehabilitation services from Intake through Plan Development and Placement Services. The VR Consultant will provide consumers with information to facilitate informed choices regarding planned program services. Program services may be conducted in-office, in community, and in local secondary education institutions. Consumers may be in-school youth (not having exited secondary education), or out of school youth (those that have exited secondary education). The VR Consultant will provide training and technical assistance to other VR Counselors on the staff.
Primary Duties

Provide and coordinate professional vocational rehabilitation counseling to individuals with diverse disabilities in order that they may attain employment. Assesses medical, psychological, and/or vocational information to determine eligibility and to develop individualized services to achieve vocational outcomes. Maintain a caseload that follows DVR guidelines, policy and best practices. To maintain Area compliance pertaining to alerts, things to do, days in status and all other aspects of proper case management.
Provide consultation to VR Counselors and Supervisors. Conducts and/or provides assistance to counselors in providing in-depth interviews of individuals with disabilities requiring complex rehabilitation strategies to determine eligibility for vocational rehabilitation services and developing an employment outcome. Assists the Unit Supervisor in reviewing internal cases prior to the review by the State Counselor Analyst.
Assesses training needs, provides technical assistance, and conducts specialized training to internal customers. Participates and provides training experiences designed to enhance professional competency and the understanding of policy, procedures, and good practices in vocational rehabilitation.
Develop employer contacts and serve as a liaison with local employers. Collaborate with DOE/DVR team members in employment service activities. Utilize the resources of community rehabilitation in securing appropriate employment services for eligible individuals with disabilities.To rehabilitate a specific number of eligible applicants who are across all severity categorical designations.

Additional Responsibilities
Knowledge of the theories and practices of vocational rehabilitation counseling; case work principles, practices, and techniques; professional ethics relating to vocational rehabilitation counseling; vocational rehabilitation process as it relates to purchase of services for clientele; and methods of data collection and analysis.

Consult and train other Vocational Rehabilitation Counselors
Review DVR files within the office of staff/team.
Review and comply with CRC Code of Ethics Guidelines
Complete all travel requests and travel reimbursement in a timely and accurate manner, complete timesheets in a timely and accurate manner. Ensure that all expenses are turned in during the month that they are incurred.
Perform other responsibilities as assigned.
Qualifications: Education, Experience, and Certification(s)
A Bachelor’s Degree (BA/BS) from an accredited college or university with a major in a social, behavioral, or rehabilitative science, education, or related field, plus one year of professional experience in counseling or in a public vocational rehabilitation program required.
A Master’s Degree (MA/MS) from an accredited college or university in a social, behavioral or rehabilitative science or education program can substitute for one year of required experience.
CRC certification preferred.
Valid driver’s license and/or access to reliable transportation to perform work-related travel required. Eligible drivers must have a good motor vehicle record (MVR).

Supervision Received
The incumbent normally receives little instruction on day-to-day work and receives general instructions on new assignments.
