ABOUT THE DEPARTMENT
Health and Human Services Agency
The Shasta County Health and Human Services Agency (HHSA) partners with communities to protect and improve the health and well-being of Shasta County residents. Established in 2006, the HHSA is organized into four branches: Children’s Services, Adult Services, Public Health and Economic Mobility, with a centralized administration. The HHSA promotes optimal health for all. The frail, the abused, the mentally ill and those without resources look to the HHSA for services and resources to meet their basic needs, and to protect their Administrative Services include the HHSA Director’s Office, Business and Support Services, Outcomes, Planning and Evaluation, and Community Relations and Education. Each of these groups supports the branches to help them achieve their goals. The current vacancy is in the Business and Support Services branch, health and safety. This transformation improves efficiency, avoids unnecessary duplication of effort, encourages collaboration among programs and organizes the HHSA’s services to be more responsive to the needs of the public.
ABOUT THE POSITION
Incumbents in this class are responsible for the management of an accounting/ fiscal unit. Responsibilities may include general oversight in areas such as: general ledger, accounts payable, financial statements, cost allocation/ reimbursement, and cash reconciliation.
DISTINGUISHING CHARACTERISTICS
Positions in this class differ from those in the class of Accountant I/II/III in that their primary assignment is the supervision of staff and broad oversight of various fiscal activities. Positions in this class may also perform the more difficult accounting and auditing assignments.
EXAMPLES OF ESSENTIAL DUTIES
Duties may include, but are not limited to, the following:
Plans activities and services of a complex accounting unit; selects, trains, supervises, and evaluates professional, para-professional, and clerical accounting staff; resolves complex technical problems of subordinates; performs a wide variety of specialized accounting assignments. Reviews and analyzes federal, state, and other regulations including cost reimbursement policies and guidelines; reviews allocation of costs within the department and/or division; reviews, analyzes, and recommends policies, procedures, guidelines, and other business activities to ensure legal compliance and efficiency. Supervises and participates in maintenance of the unit’s accounting and billing systems; determines appropriate expense and revenue classifications. Provides information for and prepares comprehensive financial reports for internal units, federal, state, and local agencies, and/or to private auditing firms as required by governing agencies; prepares budget reports for management review and assessment of the agency’s fiscal performance, budgetary compliance, and allocation of resources. Assists in preparation of complex budgets; compiles and prepares budget estimates from anticipated operating costs, cash collections, revenues, and expenses; maintains appropriate budget controls over departmental expenditures. Assists in the preparation and review of cost reports; participates in cost report audits. Participates in preparing and reviewing federal and state grant reports, participates in financial budgeting of programs resulting from propositions and senate and assembly bills; participates in related audits. Acts as liaison with other management staff, other accounting units, federal and state intermediaries, the County Auditor-Controller’s Office, the County Administrator’s staff, and other County departments. Confers with administrative and/or management staff and makes recommendations as assigned.
TYPICAL QUALIFICATIONS
Any combination of education and experience sufficient to directly demonstrate possession and application of the following:
Knowledge of: Principles and practices of program development and administration. Accounting theory, principles, practices, and procedures and their application to a wide variety of accounting transactions and problems with particular reference to governmental accounting. Principles and practices of budget preparation and administration. Auditing theory, principles and practices. Cost accounting principles and practices; enterprise funds; Auditing theory, principles, and practices. Principles of supervision, training, and performance evaluation. Pertinent federal, state, and local laws, codes, ordinances, and regulations. Modern office procedures, practices, and equipment including computers and applicable software applications such as spreadsheets, databases, and electronic data processing systems.
Ability to: Oversee and manage a complex accounting/fiscal unit. Train and supervise professional and non-professional staff. Plan and organize effectively; gather and analyze data. Evaluate accounting and auditing problems. Prepare complex financial and statistical reports. Develop appropriate systems for accounts, records, forms, and procedures. Operate office equipment including computers and supporting word processing, spreadsheet, and database applications. Adapt to changing technologies and learn the functionality of new equipment and systems. Interpret and apply rules and regulations. Establish and maintain effective working relationships with others. Communicate effectively with others, both orally and in writing.

and two (2) years of increasingly responsible professional-level accounting experience. Successful completion of the Certified Public Accountant exam may be substituted for the required education.

SPECIAL REQUIREMENTS
Driver License Requirement: Some positions in this classification may require possession of a valid California driver’s license. Employees who drive on county business to carry out job-related duties must possess a valid California driver’s license for the class of vehicle driven and meet automobile insurability requirements of the county. Eligibility for employment for those who do not meet this requirement due to disability will be reviewed on a case-by-case basis by the appointing authority.
IDEAL CANDIDATE
The ideal candidate will have knowledge of governmental accounting policies and procedures, and be familiar with Federal and State regulations. Additionally, the ideal candidate will have experience in fund accounting, cost allocations, budgets, audits and financial statement preparation working in a fast-paced environment, meeting multiple deadlines and multi-tasking. Additional years of the required experience can substitute for two (2) years of the required education on a year-for-year basis. Additional years of experience at the professional or paraprofessional accounting level can substitute for required experience and education.

Veterans’ Credit
