This position is in the Executive Director’s Office, which includes the Executive Leadership for the Department of Natural Resources as well as the department-wide Budget, Human Resources, Accounting and Purchasing offices. Description of Job
OPEN ONLY TO CURRENT RESIDENTS OF COLORADO
This position provides professional-level policy and budget analysis and development; implements and executes the Department’s $400 million+ budget by developing budget documents and fiscal procedures, as well as directing expenditures to ensure management objectives are met within Long Bill or special bill appropriations; and advises the Chief Planning and Budget Officer, Executive Director, Division Directors, and division fiscal personnel on alternatives to spending and revenue issues.
This position is a subject matter expert that employs and designs various analytical and statistical techniques to identify policy and budget issues and recommend changes as required by changing budget, economic, and programmatic needs.

Minimum Qualifications, Substitutions, Conditions Of Employment & Appeal Rights
OPEN TO STATE OF COLORADO RESIDENTS ONLY
Minimum Qualifications
Three years of experience in budget analysis, budget development and implementation, and policy development and implementation; or four years of public or private sector management or administration that included budget formulation, execution and analysis.
AND
Graduation from an accredited college or university with a bachelor’s degree in Accounting, Finance, Economics, Political Science, Public Policy, Mathematics, Government or in another field of study directly related to the assignment.
Substitutions
Any combination of professional budget analysis, management analysis, statistical analysis, economic research and analysis, public or private budgeting/finance, public administration, and/or governmental policy development and implementation experience, which provided the same kind, amount and level of knowledge acquired in the required education, will substitute on a year-for-year basis for the bachelor’s degree.
A master’s or doctorate degree from an accredit college or university in a field of study related to the work assignment may be substituted for the bachelor’s degree and one or two years of general experience, respectively.
Current, valid licensure as a CPA by the Colorado Board of Accountancy will substitute for the degree requirement and two years of the required experience.
