Summary/Objective
Under supervision, provides analysis, research and technical expertise in a specific area of personnel within an organization. Advises agency leadership and/or employees concerning a variety of personnel and job-related matters. Assists with projects that have a significant impact to the agency.
Essential Functions

Provides counsel to managers and employees regarding workplace relation issues.
Makes recommendations on and prepares corrective, disciplinary and adverse actions.
Works with Legal Services to prepare responses to agency EEOC and/or GCEO claims.
Responds to requests for production of documents and represents the agency in Unemployment Insurance hearings.
Processes, investigates and responds to employee grievances.
Develops, maintains and updates agency policies in accordance with applicable federal and state laws.
Depending on the nature and scope of an employees need, provides counseling services or provides referrals to an appropriate third-party professional.
Communicates with human resources and, to the extent appropriate and necessary, with immediate supervisors to proactively identify employees who may need assistance.
Conducts confidential, anonymous surveys to ensure employee needs are being addressed.
Develops and maintains a directory of personal and professional service providers throughout the area.
Serves as primary contact for offsite treatment and counseling services.
Fields and answers employee inquiries regarding the ADA.
Ensures the timely filing of all required compliance reports.
Develops and implements internal measures and/or reports which inform the Agency of the status of ADA compliance and opportunities for people with disabilities.
Reviews, responds to and tracks employee leave of absence requests for Family and Medical Leave, Military Leave, and other leave of absences.
Maintains current information regarding state and federal laws and regulations as well as the best practices concerning the rights of persons with disabilities and ways of providing accommodations to persons with disabilities while maintaining program performance standards.

Work Environment
This job operates in a professional office environment. This role routinely uses standard office equipment such as laptop computers and smartphones.
Working Conditions
Incumbents working in this job perform duties in an office setting. This is a 40-hour workweek requirement. The position may involve managing a high volume workload and demands a high level of accuracy while working with deadlines. Regular attendance is an important part of being successful in this position. Work is performed in an office environment. Strong computer skills are needed due to ongoing changes to applications that affect the way the work is performed. Position Type and Expected Hours of Work
This is a full-time position. Days and hours of work are Monday through Friday, 8:30 a.m. to 5 p.m. This position occasionally requires long hours and weekend work.
Travel
Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected.
Required Education and Experience
Bachelor’s degree from an accredited college or university AND One (1) year of related experience in human resources. Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.
Preferred Education and Experience
Four (4) or more years of experience handling complex employee relation issues within a large state agency
Four (4) or more years of experience reviewing, composing, and revising HR policies.
Four (4) or more years of experience handling complex ADA issues within a large state agency
Four (4) or more years of experience and advance level knowledge with administering employee protected leave programs such as Family and Medical Leave, Military Leave, etc.
PHR/SPHR, SHRM-CP/SHRM-SCP certification in good standing.
Demonstrated proficiency in composing HR related communications, memos, letters and policies.
