Idaho Transportation Department (ITD) has an opening for a Transportation Planner in Shoshone, Idaho. This position will be located in our Planning and Engineering Services section. The position will be responsible for budgeting of projects and helping develop the initial project charters. The position will also be the District 4 liaison with the local road jurisdictions and assist local agencies with grant applications.
Note: The current opening requires a valid driver’s license, occasional evening and night work to attend public meetings, and may require out of town travel, with overnight stays.
Example of Duties
Planning
Obligating scheduled (Federal & State) funds;
Determine Benefit – Cost Ratios for safety projects;
Researches and compiles transportation planning data bases;
Evaluates socioeconomic impacts of transportation plans or projects;
Uses forecasted needs to develop transportation plans;
Coordinates and serves on review committees to evaluate and establish project priorities;
Arranges program budgeting and citizen involvement programs;
Evaluates impacts of alternative plans and policies; may develop resource allocation formulas based on relative transportation needs;
Forecasts budget needs.
Technical Assistance
Assist Local Agencies with Transportation Alternative projects & ADA Pedestrian Projects, including state/local agreements, consultant design agreements, construction contracts and reimbursements;
Railroad Crossing Program – manage agreements with railroad companies to improve rail safety at rail/roadway crossings;
Local Roads Inventory (LRI) – Performing random verification of rural highway districts’ roads;
Confers with committees in transportation assessments and grant preparation;
Acts as liaison with local communities;
Participates in developing, planning, organizing, and presenting workshops and training conferences;
Technically assists local and regional officials in preparing transportation plans or proposals.
Grants
May prepare grant applications for submission to state or federal authorities;
Reviews and evaluates planning grants for compliance with federal and state regulations;
Prepares criteria for the distribution of funds to eligible recipients;
Determines compliance with grant provisions by reviewing financial reports and reimbursement requests;
Conducts on-site reviews with program manager;
Maintains detailed fiscal records of payments;
Develops reimbursement request to federal grantor department;
Reviews annual audit reports and prepares final documents.
Minimum Qualifications
Good knowledge of: federal, state, and local government structures.
Some knowledge of: principles and methods of transportation planning and forecasting techniques.
Experience designing and conducting technical studies which involved collecting, organization, and analyzing data using statistical techniques.
