Main Purpose of Job
The main purpose of this position is to provide guidance, direction and technical assistance in cooperation with the unit MCP Supervisor, to an Appeals and Special Projects Unit involved in the Fair Hearings Process, Quality Control and State Audit Reviews, Corrective Action Plans, Reconciliation Reports and Quality Analysis studies to track data and trends to ensure compliance and integrity for the Home and Community Based Services Waivers, (HCBS), Family Planning (FP), Employed Individuals with Disabilities (EID), Institutions for Mental Diseases (IMD) and Women’s Breast and Cervical Cancer Health Program (WBCCHP). This position works closely with the unit supervisor in developing plans to direct, control, and monitor activity within the unit to ensure Fair Hearings and Special Projects are processed appropriately according to regulations, policies and procedures. This position facilitates and supports team staffing by providing oversight, arranging meeting space and ensuring that Fair Hearings scheduling is conflict free. The MCP Specialist is responsible for interpreting, developing and applying eligibility regulations and policies, handling complex, high profile eligibility issues, inquiries and complaints. This position helps in the professional development of the unit by providing ongoing mentoring, training, and feedback. The MCP Specialist will analyze current policies and procedures, develop recommendations for improved program efficiencies, and serve as a liaison to other State, Federal and Local Government and private agencies. The MCP Specialist must establish and maintain effective working relationships with the Director, Assistant Directors, other supervisors and subordinates both inside and outside of the Maryland Department of Health (MDH). The MCP Specialist must exercise tact and discretion when dealing with constituents who are denied Medical Assistance, or their advocates. This position will assist in mitigating customer anxiety by providing prompt and courteous responses to customer inquiries and complaints.
Minimum Qualifications
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: One year of administrative staff or professional work.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
