This position is the financial resource for the region responsible for the allocation, analyzing, monitoring, and reporting of the annual operating budget for the region. This position is responsible for serving as the region-wide expert on financial-related issues, and monitoring and providing analysis regarding various aspects of the region’s annual capital and maintenance programs. This position is responsible for monitoring and auditing the region procurement card process, region purchasing and support to the region’s administrative and secretarial staff. This position is also responsible for reviewing, examining, and monitoring region internal controls and serving as the region contact responsible for the financial review of local agency contracts, budgets, and expenditures. This position also serves as the Region financial contract coordinator.

Possession of a bachelor’s degree in any major with at least 24 semesters (36 terms) credits in accounting, finance, and economic courses.

Financial Analyst 10
One year of professional experience providing a systematic review, analysis, interpretation, and/or evaluation of budgets, mortgages, loans, or other financial data, equivalent to a Financial Analyst 9.
Financial Analyst P11
Two years of professional experience providing a systematic review, analysis, interpretation, and/or evaluation of budgets, mortgages, loans, or other financial data, equivalent to a Financial Analyst, including one year equivalent to a Financial Analyst 10.
Financial Analyst 12
Three years of professional experience providing a systematic review, analysis, interpretation, and/or evaluation of budgets, mortgages, loans, or other financial data, equivalent to a Financial Analyst, including one year equivalent to a Financial Analyst P11.
Education and Experience for Financial Analyst (Departmental Trainee) 9:
The educational level typically acquired through completion of high school and two years of experience as an Accounting Technician E9 and/or 10, Account Examiner E10 and/or 11, Account Examiner Supervisor 12, or Office Supervisor 9-10 (with the bookkeeping subclass code); or, one year of experience as an Account Examiner Supervisor 13, or Office Supervisor 11-12 (with the bookkeeping subclass code).
Educational Substitution:
College credits may be substituted on a proportional basis (one year of a college education may substitute for one-quarter of the required experience) for up to one-half of the required experience.
