Division of Human Resources employees with an approved hybrid telework schedule are currently expected to work onsite at their assigned duty station at least 2 working days per week. More information on this arrangement may be obtained at the time of interview.
This position’s duty station is assigned to Dix Campus in Raleigh, North Carolina.
Position Summary
The Health Benefits Representative (HBR), classified as a HR Technician II, will have daily communication with employees responding to questions on benefits and pay, which requires interpretation, explanation and application of various human resources policies and procedures. The position reports to the HR Manager for the Division of Human Resources team supporting the Division of Health Benefits.

The Division of Human Resources is responsible for strategic and tactical human capital management within DHHS including compliance with all federal and state rules and regulations affecting employee relations, recruitment/selection, job evaluation, salary administration, benefits, workers compensation, safety, and core staff development.

The Division of Health Benefits (DHB) within NCDHHS is committed to advancing innovative solutions that improve health, promote well-being and foster independence for all North Carolinians. DHB manages and oversees North Carolina Medicaid, NC Health Choice and other programs that provide access to services and supports for parents, children, seniors, people with intellectual / developmental disabilities, and behavioral health, substance use and traumatic brain injury disorders. With a budget over $18 billion in state and federal funds per fiscal year, DHB ensures that more than 96,000 enrolled providers are reimbursed for delivering covered services to 2.3 million beneficiaries.

Associate’s degree, typically in Human Resources or relevant field from an appropriately accredited institution and 1 year of experience required; or
2 years of progressive experience in Human Resources; or
an equivalent combination of education and experience.
Degrees must be from appropriately accredited colleges or universities.
