Serves as a liaison and subject matter expert for mitigation planning in the state of South Carolina. Coordinates update and maintenance of the State Hazard Mitigation Plan (SHMP) to reduce damage in future emergencies and to support implementation of federal mitigation grant programs. Supports work toward Enhanced Plan status for the SHMP including programmatic and grant requirements. Maintains understanding of hazard mitigation planning guidance and resources to support local hazard mitigation planning efforts. Engages with local government to keep hazard mitigation plans current and to ensure that local mitigation plans remain reflective of changing mitigation goals, guidance, and priorities. Develops relationships with other state agencies and organizations working in hazard mitigation and serves as SCEMD point of contact with those agencies. Reviews Hazard Mitigation Grant Program (HMGP) and Building Resilient Infrastructure in Communities Grant Program (BRIC) applications for compliance with hazard mitigation planning requirements. Coordinates to establish goals for investing in mitigation and infrastructure protection and creating more resilient communities. Attends meetings to advocate for and educate on the importance of investing in community risk reduction and in mitigation planning. Coordinates with state agencies involved in mitigation to foster consistency in state hazard reduction goals. Develops and maintains mitigation planning reporting products.
Minimum And Additional Requirements
A bachelor’s degree and proficient in Microsoft Office. Must have excellent written and oral communication skills.
Preferred Qualifications
A minimum of two (2) years of experience in emergency or operational planning and/or multi-agency coordination. The ideal candidate will be organized, comfortable working with deadlines and be comfortable facilitating meetings. S.C. or IAEM Certified Emergency Manager (or other state equivalent) certification preferred, or will seek to complete within three years,

Must have or be able to obtain a South Carolina driver’s license. May incur occasional overnight travel or work irregular hours during emergencies.
