Job Description
The DTS Chief Operations Officer (COO) for the state of Utah is a key leadership role responsible for overseeing and managing critical information technology services and infrastructure across the state. This is an administrative level position reporting directly to the Chief Information Officer. The COO will lead and direct the Enterprise Network Services, Desktop Support, Data Center Operations, Identity Services, and Cloud Services teams. This position requires a strategic thinker with a deep understanding of IT operations, innovative problem-solving skills, budgeting, and the ability to ensure efficient and effective technology services delivery.
The Ideal Candidate: To be successful in this role, you should have proven experience in a technology leadership role or similar leadership role in a large and complex organization with budgetary experience. The chosen candidate must also be able to think strategically, creatively and be able to analyze difficult and complex problems, often needing to work out solutions even when information is not complete. The ideal candidate will also have demonstrated expertise in organizing and successfully managing a very large and complex portfolio of technology projects.

Example of Duties
Primary Duties:

Leadership and Strategy- Develop and implement strategies for optimizing enterprise network services, desktop support, data center operations, identity and access management, and enterprise cloud services to support the state’s IT vision and goals.
- Lead and inspire a team of technology professionals, fostering a culture of collaboration, innovation, and continuous improvement.
- Collaborate with the State CIO and other senior executives to align centralized IT operations with the overall state government objectives.

Enterprise Network Services:- Oversee the design, implementation, and maintenance of a secure and reliable statewide network infrastructure.
- Ensure network capacity, performance, redundancy, and security meet the demands of state agencies and citizens.

Desktop Support:- Oversee a responsive desktop support function to provide timely assistance to state employees and ensure seamless operation of end-user devices.
- Led the continuous improvement of device provisioning and deployment to state employees with life-cycle management.

Data Center Operations:- Manage the operation and maintenance of state data centers, ensuring maximum uptime and optimal resource utilization.
- Lead disaster recovery and business continuity planning, COOP exercises, and testing of redundancy for critical systems and services.

Cloud Services:- Develop and execute strategies for leveraging cloud technologies to enhance service delivery and reduce operational costs.
- Oversee the migration of appropriate IT services to cloud platforms while maintaining data security and compliance.

Technical Support to the State CIO:- Provide expert technical advice and recommendations to the State CIO on IT infrastructure, operations, and emerging technologies.
- Collaborate with the State CIO in crafting IT policies, standards, and guidelines.

Budget and Resource Management:- Develop and manage the IT operations budget, ensuring prudent allocation of resources. Research and proposal of rates within an internal service fund organization.
- Identify cost optimization opportunities without compromising service quality.

Compliance and Security:- Ensure IT operations adhere to state policies, regulations, and security standards.

Ensure security best practices are implemented to safeguard sensitive data and systems.

Typical Qualifications
Required Qualifications
- Proven experience with managing large-scale IT operations and or related technologies.

Strong leadership skills with the ability to lead and motivate cross-functional teams effectively.

Excellent problem-solving and decision-making abilities, especially in high-pressure situations.

Outstanding communication and interpersonal skills, capable of engaging with stakeholders at all levels.
- In-depth knowledge of information security best practices and regulatory compliance requirements.
Preferred Skills
- IT Operations leadership experience in enterprise network services, data center operations, identity and access management, and cloud technologies.
- Government or public-sector experience.
- Experienced budgeting and rates with internal service funds.
