Position Summary
This position functions under general supervision of the Human Resources Director as the Assistant Human Resources Director in the Department of Military Affairs State Human Resources, in a large state department. The Wisconsin Department of Military Affairs (DMA) has over 580 permanent employees in addition to over 100 Limited Term Employees (LTE) that make up a diverse workforce located throughout the State of Wisconsin. State employees support the missions of the Air and Army National Guards, the Division of Wisconsin Emergency Management, the Office of Emergency Communications, ChalleNGe Academy, and STARBASE. Many state employees are supervised, either directly or indirectly, by military or federal personnel.
This position is responsible for providing executive staff and program managers with a wide range of difficult and complex and/or sensitive personnel services which have department-wide impact including staffing and classification, recruitment and selection, compensation, labor relations, in-take and investigation of complaints, payroll and personnel policy development and implementation, and other special projects. This position leads subordinate payroll and personnel staff and acts on behalf of the Human Resources Director in his/her absence.
Salary Information
The classification title for this position is Human Resources Program Officer (career executive, pay schedule-range 81-02). Starting salary will be between $40.00 and $47.90 per hour ($83,200 and $99,632 annually), depending upon your qualifications. For current permanent state employees, pay will be set in accordance with the State Compensation Plan.
Job Details
This position requires a 2-year career executive trial period.
All state employees are required to report their COVID vaccination status, whether vaccinated or not, and must provide supporting documentation if vaccinated. Newly hired employees will be required to submit this information within their first two weeks of employment.
Qualifications
Candidates who meet minimum qualifications will have experience with all of the following:
Compiling and analyzing data to drive decision making processes.
Researching, interpreting, and applying relevant Human Resources related laws, regulations, and processes.
Providing leadership and support of employees (e.g., training, setting goals, employee development, coaching, and guidance, etc.).
Developing and implementing Human Resources related policies or regulations.
In addition to the minimum qualifications, Well-Qualified candidates will also have experience with one or more of the following:
Managing equity and inclusion initiatives for an organization.
Supervision of professional and non-professional employees.
Managing Employment Relations activities such as performance management, harassment complaints, conducting investigations, and grievances.
