IT Project Manager – HIPAA Security Officer is responsible for overseeing all aspects of any IT-IS-Telecommunication project in StayWell’s IT department, which includes managing a team of employees to ensure IT- IS – Telecommunication projects are completed on time and within their specified budgets. The HIPAA Security Officer is responsible for the ongoing management of information security policies, procedures and technical systems to maintain the confidentiality, integrity, and availability of all organizational healthcare information systems.

Some of the responsibilities of this role include:

• Hires and trains members of the technical staff. Assigns duties and responsibilities and oversees workflow of project staff. Oversees the day-to-day workflow of the IT department. Conducts performance evaluations that are timely and constructive. Handles discipline and termination of employees as needed and in accordance with agency policy.
• Sets, Plans, Implements and Manages IT-IS projects, goals and strategies to ensure adherence to budget, timeline schedule, and scope of project.
• Responsible for implementing, managing, and enforcing information security directives as mandated by HIPAA.
• Lead information security awareness and training initiatives to educate workforce about information risks.
• Develops, maintains, and revises proposals for assigned IT-IS projects including project objectives, technologies, systems, information specifications, timelines, funding, and staffing.
• Sets and tracks IT / telecommunication project milestones; manages and accounts for unforeseen delays, then realigns schedules and expectations as needed.
• Establishes and implements IT / IS / telecommunication project(s) communication plans, providing status updates to affected staff and stakeholders.
• Responsible for procurement of all IT-IS-Telecommunication; following Agency’s procurement policies and procedures.
• Collects, analyzes, and summarizes security, technology, telecommunication information and trends as needed to prepare IT project and Help Desk Support metric status reports.
• Managing resources for IT projects, such as computer equipment and employees
• Coordinating project team members and developing schedules and individual responsibilities
• Using project management tools to track project performance and schedule adherence
• Conducting ongoing information risk assessments and audits to ensure that IS are adequately protected and meet HIPAA certification requirements.
• Organizing meetings and working with vendors, outside consultants, and other third parties to discuss and improve Information Security, Information Technology and Telecommunication.
• Lead an incident response team to contain, investigate, and prevent future computer and cyber security breaches.
• Ensure that the access control, disaster recovery, business continuity, incident response, and risk management needs of the organization are properly addressed.
• Performs other related duties as assigned by CFO.

JOB SPECIFICATIONS QUALIFICATIONS:

• Bachelor’s or Associate degree with a minimum of one year experience as an IT specialist preferred. High school diploma with a minimum three (3) years’ IT Specialist experience.
• Experience with IT helpdesk ticketing system(s).
• Experience with troubleshooting personal computer and network issues.
• Experience with software upgrades, patch management, anti-virus updates.
• Experience with system administration and user management.

• CompTIA A+, VMware certifications are a plus, but not required.
• Flexibility, adaptability and ability to work in a changing environment required.
• Must have excellent oral, written and interpersonal communication skills to effectively interact with departmental and agency personnel in a high-profile environment with tact and diplomacy.
• Must have the ability to organize, problem solve, prioritize, and maintain a professional manner.

• Active, unrestricted CT driver’s license and consistent, reliable transportation required between StayWell sites throughout the Greater Waterbury area

Job Type: Full-time

Pay: $115,000.00 – $145,000.00 per year
