Job Summary:
The Systems Administrator II – Operational Technology is one of the most critical positions in the Instrumentation and Controls department as it deals with all critical and non-critical SCADA systems and infrastructure. The incumbent will architect, maintain, and manage SCADA infrastructure including storage, servers, systems, backups, and applications. This position is part of the Client Services team that supports the Windows servers, Departmental applications/databases, Messaging infrastructure, Storage Area Network, Virtual Servers, and associated software. Additional responsibilities will include working as a team member on various technology projects.
Experience, Knowledge, Skills:
* Bachelor’s degree gained through a four-year college/university academic program or specialized technical training of equivalent length.
* 3-5 years’ relevant work experience is required.
* Experience in NIST Cyber Security Framework.
* High level of quality and accuracy with attention to details
* Excellent customer service skills
* Ability to communicate effectively to non-technical staff and customers.
* Ability to work independently and reliably.
* Sound decision-making ability to take direction from management on general work assignment in terms of overall goals, and with freedom to decide and based on broad policies and procedures, determine how and when the results will be achieved.
* Ability to pass background check and drug screen.
* Must possess of a valid Colorado driver’s license.
* Provide Operational Technology assistance to the organization in a professional and timely manner.
* Manage, maintain, and monitor Virtual Infrastructure, 5 OT servers associated with applications and services.

* Daily work involves using: Dell Powered servers, Microsoft Server 2012 R2, Active Directory, VMware vSphere, and Dell EqualLogic Storage.
Essential Functions:
* Provide Operational Technology (OT) assistance to the organization in a professional and timely manner.
* Manage, maintain, and monitor Virtual Infrastructure, VMware, 5 OT servers associated with applications and services.
* Administer departmental applications, including but not limited to Privileged Access Management, Security Information and Event Management, Active Directory, Endpoint Detection and Response, and SCADA Database Management.
* Write end-user documentation and Operations procedures.
* Work with software vendors and contractors
* Work with OT customers to develop needs requirements and design specifications.
* Assist other OT staff in resolution of work problems.
* Prepare time and cost estimates for completing projects.
* Read, analyze, and interpret common scientific and technical journals.
* Respond to common inquires or complaints from customers or staff and provide application/systems support and provide training as necessary.
* Effectively present information to OT Staff and customers
* Establishes, supports, and continuously improves enterprise security by researching, recommending, and adopting cybersecurity best practices.
* Assists with any external auditing functions including EPA, NIST, CJIS, and other system audits.
* Conducts regular vulnerability scanning and recommends remediation steps.
* Coordinates regular penetration testing.
* Acts as subject matter expert and provides cybersecurity training to all end-users.
* Installs, configures, and monitors security systems and responds to security system alerts, which include monitoring intrusion detection and prevention systems, firewalls, data encryption and other cyber security systems, technologies, and platforms.
* Oversees the current state of the SCADA cybersecurity preparedness, developing plans to acquire or remediate systems and/or software where appropriate.
* Designs, coordinates implementation of, and monitors security measures for the protection of computer systems, networks, and information
* Lead for security investigations and the Security Incident Management protocol
* Reviews annually and coordinates any changes to the Incident Response Plan and the overall OT Security Policies/Standards
* Works closely with the Network and Systems Administrators to address security requirements for all city systems, whether on-premises or cloud-hosted
* Works closely with the Service Desk to identify, contain, and remediate end-user related security incidents (viruses, credential compromises, etc.)
* Researches and evaluates new technologies and cybersecurity management tools.
* Project manager and/or technical lead for the implementation of new security systems monitoring and policy enforcement platforms, which includes integrating systems, networks, events, and user access logs, and integrating into vulnerability, compliance, inspection, and data scanning systems.
* Assesses information systems security for potential risks and vulnerabilities.
* Coordinates and conducts table-top exercises and other drills to test incident response.

Work Environment & Physical Requirements:
Minimal physical effort typically found in clerical work. Primarily sedentary, may occasionally lift and carry light objects. Walking and/or standing as needed and minimal.
* The essential functions of this job require occasional carrying/lifting light objects, feeling, hearing, pushing, reaching, standing, and talking; continuously fingering, grasping, repetitive motion, and sitting.

* Employee may have frequent contact with the public–in person, via email/telephone and may experience adverse or confrontational situations with internal/external customers.
* Employee is not substantially exposed to adverse environmental conditions–as in typical office or administrative work.
* Environment may contain marginal to having moderate hazards that are typically predictable or well protected against; overall, the environment is safe except for working in the data centers where there is exposure to high voltage when working with the ACs, UPS, or plugging in equipment.
