The Texas Department of State Health Services (DSHS) seeks a highly qualified candidate to fill the Recruitment and Retention Analyst position within the Program Operations Division, Business Support and Planning (BSP) Unit.

Works under the direction of the Recruitment and Retention Manager and in coordination with agency executives, program staff, and other state agencies to plan, develop, and implement long and short-term agency-wide strategic initiatives. Serves as project manager and as part of a team to carry out projects and initiatives to enhance and promote program innovation, and continuously assess and improve recruitment and retention outcomes and processes. Utilizes project management tools in coordination with agency program units. Plans and directs organizational assessments and makes recommendations to standardize, improve, and evaluate business practices for application to agency recruitment and retention. Establishes tools and methods to regularly report on status of projects to agency leadership. Maintains project management data on assigned projects; conducts workgroup meetings; and provides recommendations regarding project management practices to agency leadership. The work requires regular interaction and coordination, acting as a project and management consultant to executive, program, legal, and other staff within DSHS and HHSC.
This position will telework 100% of the time, but may be required to come into the business office on an as needed basis. Candidates invited to an interview will be required to complete a Microsoft Excel Skills test.
Essential Job Functions:
(30%) Works in partnership with agency divisions to continuously assess recruitment and retention planning opportunities, identify needs, evaluate and enhance effectiveness, identify efficiencies, and promote improved outcomes. Assesses and evaluates existing strategies and makes recommendations to executive and program management for process improvements to ensure coordination and optimization of agency recruitment and retention functions. Serves as an internal consultant to executives and management on key strategic initiatives.
(20%) Acts as team lead for DSHS priority recruitment and retention initiatives. Acts as a liaison with multiple internal and external stakeholders in the review and development of recruitment and retention options through workgroups and individually. Oversees and guides the interaction among agencies, divisions, and programs to obtain necessary input and information for process and policy development and analysis for long and short-term agency goals. Plans and facilitates meetings to clarify issues, evaluate alternatives, and negotiate and implement solutions. Maintains data on status of projects and provides reports to agency leadership on a regular basis.
(15%) Provides direction, guidance, training, consultation, and technical assistance to DSHS staff in the planning, analysis, and implementation of policies and business processes consistent with agency and HHS system policy standards. Assists in the development of standard processes and methodology for program policy impact analysis, service innovation, and process improvement.
(15%) Identifies and promotes evidence-based or promising strategies, approaches, and processes. Benchmarks innovative programs and policies within Texas and in other states. Provides consultation to agency leadership and program staff for the design and development of state-of-the-art policies and practices for use in recruitment and retention planning.
(15%) Develops and maintains status and tracking reports related to improvement activities and reports on progress to executives and senior staff. Prepares high quality written project reports, updates, summaries, and other documents as needed.
(5%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation.
