REQUIRED KNOWLEDGE/SKILLS/ABILITIES:
Knowledge: Thorough knowledge of the principles, practices and procedures of public sector human resources administration and organization, including employee and labor relations, classification and compensation; workforce development, recruitment, testing and selection; affirmative action, training and organizational development; principles and practices of supervision, training and personnel management; federal, state, and local laws and rules; electronic HRIS and management of personnel data.
Skills: Experience supervising and directing the work of department staff to attain high quality work in an efficient manner, and interpreting policies, rules, and procedures while considering circumstances. Skill in modifying and establishing new policies and procedures as necessary and utilizing problem identification and resolution techniques. SUMMARY:
This is a management-level classification in the human resources department. This position manages a variety of human resources functions and provides strategic direction in the design, development, and implementation of policies and services delivered. Positions in this class regularly exercise professional judgment with complex and sensitive human resources issues and are characterized by proficiency and expertise in human resources administration and strategic program outcomes.
The HR Manager is responsible for planning, organizing and managing comprehensive countywide human resources functions. This includes aligning various responsibilities such classification maintenance and compensation, employee and labor relations; Human Resources Information Systems (HRIS), training and development, employee engagement recruitment, retention and compliance reporting. Additionally, the HR Manager is responsible for the formulation and compliance of county personnel policies, rules, and regulations. This position assists the County with interpretation and adherence to collective bargaining agreements. The HR Manager provides highly complex staff assistance to the Director of Human Resources and the Board of County Commissioners.
DUTIES/RESPONSIBLITIES:

- Assists in the management of countywide human resources functions including employee relations, manager coaching and development, administration, classification, and compensation, HRIS, records management, recruitment, retention, diversity, equity and inclusion, workforce planning, engagement, and risk management as it relates to HR.
- Manages, oversees, and participates in the development of program goals; assigns work activities, projects and services; monitors workflow; reviews and evaluates performance standards, work methods and procedures; allocates resources.
- Ensures that human resources services follow federal and state statutes, rules and regulations, county policies and collective bargaining agreements; evaluates and responds to requests or complaints from employees.
- Responsible for equity and oversight of the county’s classification and compensation program.
- Responsible, leads and/or participates in the development of countywide policies and procedures as they relate to personnel; assesses the priority and impact of proposed policies and procedures, and interprets and communicates these policies to elected officials, department heads, employees, and the community.
- Prepares and communicates detailed data analysis, reports, and recommendations based upon human resource best practices. Provides guidance to executive management to plan and implement strategic personnel decisions in service areas.
- Reviews and analyzes human resources data to identify countywide and department trends, identifies and plans for potential areas of workforce planning and development, facilitates implementation, monitors progress and outcomes.
- Assists county management with employee and labor relations including investigations related to employee discipline and grievances, and the administration of labor contracts; provides information and advice to management and employees regarding personnel policies, practice, and procedures.
- Assists in the Human Resources Department budget preparation and implementation; monitors expenditures and administers the approved budget for the human resources program area.
- Collaborates with the risk and legal teams regarding employee benefits, employment practices liability, and loss prevention related to human capital.
- Prepares and/or reviews various reports, correspondence, and memos; conducts and attends meetings and conferences.
- Updates job knowledge by participating in conferences and educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations.
- Performs other duties as assigned.

REQUIRED EDUCATION/EXPERIENCE:

Bachelor’s degree in human resources, public administration, business administration, or a closely related field, from an accredited institution of higher education; AND
-
Five (5) years of increasingly responsible experience in human resources management that includes two (2) years of administrative and supervisory responsibility for professional and technical level staff in the public sector; OR
-
Any satisfactory combination of work, education, training, or experience relevant to the position.

Must pass a pre-employment criminal history background investigation.

Preference for candidates who are certified as SHRM-SCP or SHRM-CP or HRCI certified as a Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR).

Preference for candidates with prior public sector human resources experience and labor relations experience.
SUPERVISORY RESPONSIBLITIES:
Provides supervision, direction, and leadership for human resources professionals, technical, and administrative staff. Selects, trains, and evaluates personnel; provides for staff training and professional development; works with employees to correct performance deficiencies; and implements performance improvement and/or corrective action plans as needed.
Work is performed under the direction of the Director of Human Resources. In the absence of a Human Resources Director, this position will take direction from the Board of Commissioners. The employee is expected to use judgment in interpreting, applying, and establishing policies and guidelines and recognizing issues that require higher-level review.
