Human Resources Manager

Position Summary

This position has primary responsibility for planning, developing, and directing implementation of Human Resources policies, plans, and programs for staffing, compensation, benefits, employee relations, labor relations, equal employment/affirmative action, diversity, training and health and safety. This position is under the supervision of the Town Manager and will have overall responsibilities for all Human Resources functions for the Town’s employees, and for sworn police officers with coordination of the Chief of Police. This position will originate and lead practices and objectives that will provide an employee-oriented, high-performance culture that emphasizes empowerment, quality, productivity and standards, goal attainment and the recruitment and ongoing development of the workforce.

Essential Duties and Responsibilities

• Implements, interprets, maintains, and monitors compliance of Human Resources policies and procedures to ensure compliance with applicable Federal and State regulations, and applicable Town Code of ordinances and Charter.

• Develops and provides, for recommendation to the Town Manager regarding all new or required Human Resources policies for the Town, and also any necessary modifications, updates or amendments to those policies.

• Participates in the development, administration and monitoring of the Human Resources annual operating budget.

• Oversees Payroll and Benefits operations, ensuring Payroll and Benefits Coordinator is performing to the standards of the role. Back up for weekly payroll processing and escalated benefits issues. Lead annual open enrollment process with support of Payroll and Benefits Coordinator.

• Provides guidance, advice, and counseling to management over all aspects of employee performance, including performance reviews, discipline, job position changes or reorganizations, and leaves of absence.

• Provides guidance and advice, and acts as a liaison, between employees and the Town and/or the State of Delaware on all payroll, benefits, and pension issues to include leaves of absence.

• Manages the job classifications, reclassifications, compensation, and performance planning for all Town employees, including maintaining and revising, as necessary all job descriptions.

• Main point of contact for employee relations issues. Works with leadership team members to proactively mitigate escalation of issues. Guides leadership on managing and promoting positive organizational culture and work environment and works to develop these skills in team members being developed for leadership roles.

• Oversee employee healthy and safety protocols, including compliance with COVID-19 safety protocols.

• Participates in all aspects of labor relations, including labor negotiations, discipline, grievance processing and review, and communications with labor representatives for labor unions and the State of Delaware, in consultation and guidance with the Town Manager and Town Council.

• Ensures planning, monitoring, and appraisal of employee work performance and results, along with training of managers and employees on all aspects of employee performance and performance review.

• Coordinates and implements all required employee training, new hire training and training over all aspects of the working environment, including anti-harassment and anti-discrimination training, other areas of legally mandated training, skills training, new program training, and new employee orientation training.

• Maintains and manages employee recruitment, evaluation, and interviewing, and provides counseling and advice to the Town Manager and management on candidate selection, promotion/demotion and exit interviews.

• Works to plan and implement short-term and long-term programs for Human Resources plans and programs for the Town, including periodic review of the Town’s Personnel Manual, in consultation with the Town Manager.

• Maintains and oversees the retention of all employee records, personnel files, pension plans and data, and personnel transactions (hiring, promotions, demotions, leaves of absence, transfers, suspensions, layoffs, and terminations).

• Keeps abreast of all legal and regulatory changes in the area of Human Resources, including labor relations, that impact or affect the Town and its management of its workforce, and recommends modifications or changes to the Town Manager or Town Council.

Required Knowledge, Skills and Abilities

• Knowledge of federal, state and Town laws, ordinances and regulations in the field of employment and human resources

• Strong understanding of Human Resources management principles, theories and trends

• Knowledge of all aspects of labor relations including collective bargaining negotiations and grievance processing

• Knowledge of all aspects of payroll and pension processes and procedures

• Ability to communicate effectively and professionally, verbally and in writing, with all Town employees and with members of the public, in a courteous, prompt and patient manner

• Demonstrated ability to maintain absolute objectivity and confidentiality overall employment matters

• Knowledge and understanding of public disclosure and freedom of information laws and regulations, and records retention laws and regulations.

• Ability to present facts and recommendations in a timely and effective manner.

• Knowledge of office operations, business practices, and computer and electronic spreadsheet applications.

• Strong computer skills in using payroll, pension, and Human Resources software programs, Tyler Munis a plus.

Required Education and Experience

• Bachelor’s Degree or higher in the Human Resources or related field from an accredited four-year university OR a minimum of ten (10) years’ progressive experience in the Human Resources field.

• A minimum of five (5) years’ experience in Human Resources including experience with payroll, pension, and labor relations issues.

• Tyler Munis or Paychex payroll Time & Attendance System experience, or equivalent experience with a similar payroll software system preferred; proficiency after hire will be required.

Licenses, Registrations and/or Certifications

• Preferred (or Ability to Obtain within 12 months of employment): CLRP, SHRM-SCP or IPMA-SCP or IPMA-CP.
