SUMMARY
Supervise the administration of various human resources, employee relations, training, public relations, communications and payroll functions and programs which provide internal customer support for manufacturing management within state and federal regulations.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Develops and administers various human resources plans and procedures for all company personnel.
Plans, organizes, and controls all activities of the department. Participates in developing department goals, objectives, and systems.
Implements and annually updates compensation program; rewrites job descriptions as necessary; distributes annual salary surveys and develops merit pool (salary budget); analyzes compensation; monitors performance evaluation program and revises as necessary.
Develops, recommends, and implements personnel policies and procedures; prepares and maintains handbook on policies and procedures; oversees benefits administration.
Oversees recruitment effort for all exempt and non-exempt personnel, students, and temporary agency; conducts portions of new-employee orientations; monitors career pathing program, employee relations counseling, outplacement counseling, and exit interviewing, monitors advertisements for recruitment and public relations purposes.
Establishes and maintains department records and reports. Participate in administrative staff meetings and attends other meetings, such as seminars. Maintains company organization charts.
Evaluates reports, decisions, and results of department in relation to established goals. Recommends new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed.
Identifies legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance.
Keeps records of benefits plans participation, personnel transactions such as hires, promotions, transfers, performance reviews, and terminations, and employee statistics for reporting.
Coordinates management training in interviewing, hiring, terminations, promotions, performance reviews, safety, and sexual harassment.
Advises management in appropriate resolution of employee relations issues.
Responds to inquiries regarding policies, procedures, and programs.
Administers performance review program to ensure effectiveness, compliance, and equity within organization.
Administers salary administration, wage increase program, bonus programs to ensure compliance and equity within organization.
Responsible for preparing, reviewing and maintaining budget for general affairs, safety, health, human resources, (limited payroll as needed), training, MIS supplies, etc. forIndianapurchases.
Oversees employee separation notices and related documentation, and exit interviews to determine reasons behind separations.
Prepares reports and recommends procedures to reduce absenteeism and turnover.
Represents organization at personnel-related hearings and investigations, community relations events.
Contracts with outside suppliers to provide employee services, such as canteen, transportation, or relocation service.
Manages training function including administration of needs analysis, set up, documentation and conducting training. Responsible for overseeing and updating records and policies for TS14969 which are training-related.
Monitors weekly labor plan report and temporary staffing vs. labor budget/requirements.
Coordinate vendor and duties for on site housekeeping.
Ensures organization and confidentiality of all medical records.
Performs other incidental and related duties as required and assigned.
Maintains communication and promotes cooperation with other departments.
SUPERVISORY RESPONSIBILITIES
Directly supervises the Human Resources Generalist and the daily functions in the Human Resources department. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include: budgeting and fiscal responsibility in areas of supervision; immediate communication to management on non-standard issues that arise – bad news first, plus ongoing updates and feedback (hourensou); analysis of problems, evaluating issues and determining plans of action based on the principles of problem solving (QC story) and Genchi Genbutsu (go and see); interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Ability to set and carry out goals (hoshin kanri) which helps the organization acheive our mission.
QUALIFICATIONS

EDUCATION and/or EXPERIENCE
College or university degree in business or related field; or two to four years related experience and/or training; or equivalent combination of education and experience.
LANGUAGE SKILLS
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
REASONING ABILITY
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
CERTIFICATES, LICENSES, REGISTRATIONS
PHR or SPHR recommended but not required.
OTHER SKILLS AND ABILITIES
Bachelor’s degree required in personnel management or related area.
7 years progressive human resource experience.
