Analyzes, designs, implements, and oversees the technical management of the information technology systems for the County’s Department of Transportation; may supervise subordinates as assigned; and performs other related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility to analyze, design, implement, and direct information technology systems for the Department of Transportation. Responsible for the ongoing technical support and management of strategic applications and components of transit solution systems and products; regulatory compliance with State, Federal, and County laws, ordinances, regulations; oversee vendor contracts and contract provisions; preparation and evaluation of data analytics; coordination and implementation of training various system users; and information transportation program grant and asset management.

Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a bachelor’s degree and three (3) years of professional experience that involved the conduct of studies and analysis of information technology systems.
License Requirement: Possession of a valid Hawaii State driver’s license (Type 3).
Knowledge of: Principles and methodology of analytical methods and techniques; information systems and analysis; knowledge of electronic computers, data storage media/devices, their capabilities and general processes; data sources and flow; interactions of complex systems, and capabilities and limitation of systems software and computer equipment; research and evaluation methods and techniques; report writing; effective organization and staff utilization.
Ability to: Design, develop, coordinate and oversee integrated information technology system work flow processes and procedures; interpret technical manuals and written materials; make effective decisions and apply analytical reasoning; plan, organize, coordinate, and implement activities for the development of new or revised programs, policies and procedures; research, analyze, evaluate, and interpret data, reports, and other complex materials, and draft comprehensive reports of findings and conclusions; utilize problem solving techniques in addressing problems, issues, concerns, and recommend alternative solutions; plan, assign, review, and evaluate work of others; organize and coordinate operational activities; interpret and explain pertinent federal and state policies and procedures, regulations, etc., to a variety of audiences; communicate clearly and effectively, both orally and in writing; prepare clear and concise reports; develop and maintain effective working relationships with others; and speak effectively before groups.

Vacation
Eligible employees earn up to 21 days of vacation per year, with a maximum year-to-year carry over of 90 days. Eligibility to accrue vacation begins with the first work day.
Sick Leave
Eligible employees accumulate up to 21 days of sick leave per year. Eligibility to accrue sick leave begins with the first work day, and there is no limitation on the amount of sick leave that may be accumulated.
Retirement Plan

The County observes 13 holidays per year (14 in an election year).
Deferred Compensation Plan
Eligible employees may participate in the Island Savings Plan (a deferred compensation plan as provided under Section 457 of the Internal Revenue Code.) This is a supplemental retirement savings plan that allows for the investment of tax-deferred contributions into a variety of investment options.
Flex Spending Plan
Eligible employees can also participate in the County’s Flexible Spending plan, a way to set aside a portion of pay, before taxes, to pay for qualifying dependent care or medical expenses.
Employee Assistance Program
The County also offers a voluntary assistance program which provides its employees and their family members with free professional and confidential assistance in overcoming personal and work related problems.
Training
The County provides its employees with a variety of up-to-date training opportunities (i.e., computer application, professional seminars, heavy equipment operation, administrative & clerical skills, personal safety, etc.) to help them increase their knowledge, gain new skills, and to be more satisfied and effective in their jobs.
Leave Sharing
The County’s leave sharing program allows employees to donate accumulated vacation leave credits to a qualified fellow employee who has a serious personal illness or injury.
